L’objectif général de l’évaluation est de faire le bilan à mi-parcours de la mise en œuvre du Plan sectoriel 2020-2029, dans tous ses aspects (déclinaison en programmation annuelle, exécution, suivi, à la fois sur le plan technique et financier), d’apprécier les politiques et stratégies menées et les résultats obtenus au cours de cette période au regard des objectifs et des orientations stratégiques retenues à l’époque.
L’évaluation sera ainsi formative, dans l’optique d’améliorer les performances de la mise en œuvre de la prochaine phase du plan sectoriel, mais également récapitulative (en déterminant les niveaux d’atteinte des réalisations escomptées) et prospective : ses conclusions contribueront à la révision des priorités sectorielles, à ajuster les stratégies ainsi que les cibles du futur Plan sectoriel et à renforcer le cadre de gestion et de pilotage du secteur.
Le consultant national suppléant contribuera à la réalisation des résultats attendus en exécutant les tâches qui lui seront confiées par le chef d’équipe, consultant principal . En particulier, il sera en charge de : i) Collecter la documentation ; ii) Faciliter et animer les consultations avec les parties prenantes ; iii) Effectuer des visites de terrain ; iv) Appuyer le consultant international (chef d’équipe) dans l’élaboration de la méthodologique ainsi que des outils nécessaires à la collecte des informations ;v) Appuyer le consultant international (chef d’équipe) dans la collecte des données, les prises de contacts, la rédaction des rapports ainsi que la prise des notes et l’intégration des commentaires dans le rapport définitif
