This consultancy shall be engaged to provide the technical assistance needed for: (1) Conduct of the study and review of the PCB ECCD, and (2) Ensure use of the study and evidence to support development of policy and accountability framework, results and monitoring framework, and action plan/roadmap for the strengthening PCB, most particularly focused on ECD. The consultant shall be engaged and focus on the conducting the assessment of the PCB ECCD.
The consultant will be responsible in conducting an assessment/study which will aim to generate evidence that will support the government in improving budget strategy on PCB, particularly for the ECCD. Generating deeper and comprehensive analysis and insights to:
- Conduct review on the existing policy framework, processes and practices on PCB ECCD, including key gaps and challenges in policy, capacity, and coordination structures. The consultant is also expected to reference the findings from the EDCOM Reports.
