Il s'adresse principalement aux gouvernements et aux agences de développement en tant qu'outil stratégique et de programmation. Il a déjà été mis en oeuvre dans 35 pays, dont Madagascar en 2022-2023. Sa mise en oeuvre est soutenue par une plateforme en ligne qui sert de support à la diffusion des résultats et à la comparaison entre les pays. Cet objectif correspond à un appui à l’étape 6.
