As established in its Hosting Agreement with UNICEF and detailed in the ECW Operational Manual, the Fund is governed by two interlinked bodies: a High-Level Steering Group (HLSG), which provides strategic direction and political leadership; and an Executive Committee (ExCom), which oversees operational and financial decision-making. The ECW Secretariat, hosted by UNICEF, is responsible for the day-to-day implementation of the Fund’s strategy, coordination of partners, delivery of results, and accountability to governance bodies.
The Director of ECW leads the Secretariat and serves as the primary executive responsible for implementing the Fund’s strategy, policies, and investments.
