Une attention particulière sera portée sur l’analyse des allocations budgétaires dédiées à l’enfance, afin d’identifier les écarts de financement et les opportunités d’investissement en faveur des enfants, en particulier ceux en situation de vulnérabilité. Dans un premier temps, ce programme sera destiné aux parlementaires avant de se poursuivre avec les élus locaux et les ministères sectoriels.
Ce programme vise à renforcer les fonctions de contrôle et de suivi du budget des différents acteurs notamment les parlementaires, les élus locaux et les acteurs ministériels, en les dotant de compétences nécessaires pour analyser les budgets sous l'angle des impacts sociaux. L’approche encouragera une lecture des budgets intégrant des indicateurs spécifiques aux enfants, permettant d’évaluer dans quelle mesure les investissements publics contribuent à la réalisation de leurs droits et à l’amélioration de leur bien-être. De plus, ce programme permettra d’améliorer la transparence, la redevabilité et la gouvernance financière en droite ligne avec les priorités nationales.
