As Laaha enters a critical scale-up phase, UNICEF seeks a highly skilled consultant to operationalize its scalability strategy, focusing on governance design, financial modeling, Corporate Social Responsibility (CSR) engagement, and global partnerships.
The consultant will ensure strategic coherence, stakeholder engagement, and resource diversification, while reinforcing Laaha’s positioning as a flagship GBViE digital innovation. This includes supporting the Laaha team in strengthening its subscription model, launching a multi-tier governance structure, expanding sustainable financing pathways, and increasing interagency and private sector alignment.
Provide technical support to EOF for the delivery of EOF’s Early Childhood Care and Education (ECCE) Outcomes Fund in South Africa. The Programme Consultant - South Africa will support EOF's team with engagements with implementing partners, providing support to solve implementation challenges and ensure smooth technical and operational delivery. The consultant will also provide support and guidance on the programs’ policy alignment and integration of learning into broader systemic change.
The consultant will support EOF’s team in relation to its ECCE (Early Childhood Care and Education) outcomes fund in South Africa, which is expected to launch in November 2025 and continue implementing until December 2028.

The Finance Assistant will be responsible for providing a variety of specialized tasks in finance functions, ensuring accurate and timely delivery that is in compliance with UNICEF financial rules and regulations, whilst demonstrating the capacity to research, adapt and evaluate irregular cases, and also to recommend improvements to process delivery and design
During the 6-month period of the contract, the Consultant will implement the Laaha workplan targeted interventions listed below to support the scaling phase of Laaha.
The objective of this consultancy is to develop clear, actionable considerations to help CWGs in IASC/ Mixed and Refugee contexts interpret and implement the reference to social protection linkages in their Terms of Reference, in line with the cash coordination model and within the practical scope of CWG functions. CWG outside of IASC/ Mixed and Refugee contexts may also use this guidance to foster linkages between humanitarian and social protection interventions.
UNICEF Romania is looking to identify qualified candidates (specialists) to be included as part of the roster of child participation consultants who will contribute to key processes, in line with international and national legal and policy frameworks regarding child rights and child participation, such as the Child Rights Strategy, European Child Guarantee and its National Action Plan etc. and the amendments to the 272 Law on child participation.
