However, challenges such as high out-of-pocket expenditures, limited population coverage, and disparities in service access persist. In response, the Royal Government of Cambodia adopted the UHC Roadmap 2024–2035, committing to achieving Universal Health Coverage (UHC) by 2035.
The purpose of this consultancy is to develop a standard social health protection benefit package and an accompanying costing model that enables scenario-based planning for UHC implementation in Cambodia. The consultancy will support the government with the following two main objectives:
