| The Social Assistance Family Package (SAFP) is a cornerstone initiative under Cambodia’s National Social Protection Policy Framework (2024–2035), designed to uplift poor and vulnerable households by enhancing human capital and building longterm resilience. Administered by the National Social Assistance Fund (NSAF) in coordination with key ministries and subnational administrations, the SAFP consolidates multiple targeted cash transfer schemes—including support for pregnant women, young children, the elderly, persons with disabilities, school children, and individuals living with HIV/AIDS. Following
its official launch in April 2024, the SAFP has transitioned from emergency COVID-19 cash transfers to a more integrated
and sustainable social protection model. A pivotal advancement is the development of the Cash Plus model for piloting, which links financial assistance with referrals to essential services such as disability inclusion and gender responsive healthcare, education and vocational training. The programme also aims to enhance household resilience to climate-related and other shocks.
