BACKGROUND

Purpose of Activity/ Assignment: 

This consultancy will contribute to four interrelated areas within UNICEF's Programme Strategy and Coordination Hub. The first three focuses on the Hub's structural evolution and support to the Future Focused Initiative (FFI), while the fourth relates to support for the Hub's continued leadership in several distinct areas of work requiring inter divisional collaboration.

UNICEF launched its global FFI in March 2025 to adjust organizational functions, structures, and ways of working. This aims to enhance effectiveness, efficiency, agility, and overall readiness for future opportunities and challenges, particularly in navigating current geopolitical and economic shifts and sharp declines in Official Development Assistance, all while steadfastly honoring its mandate to promote and protect children's rights.

To guide the FFI's implementation, six implementation task teams have been established. These teams are responsible for designing, advising, and guiding change proposals that span multiple business areas and have interdependencies. They include:

  • Centres of Excellence
  • Relocation
  • Digital Impact
  • Global and Central Shared Service Centres
  • Other Office Consolidation
  • Country Office Typologies and Multi-Country Offices

Data-driven decision-making for FFI is supported by a continually evolving data compendium, which aggregates key data points that have informed the development of FFI proposals.  In parallel the consultant's knowledge management expertise will also be leveraged to support other strategic workstreams lead by the PSC Hub

Scope of Work:

The consultant will work closely with the Hub to:

  • Contribute to FFI Implementation: Support the Hub's engagement with the six FFI Implementation Task Teams (Centres of Excellence, Relocation, Digital Impact, Global and Central Shared Service Centres, Other Office Consolidation, and Country Office Typologies and Multi-Country Offices). This includes data analysis, mapping use cases and the CoE operating for the development of TAHub.
  • Utilize Data Compendium: Leverage the FFI data compendium to inform decision-making processes related to the Hub's adaptation within the FFI framework. This includes supporting the analysis of country typology groupings to organize entry points and workforce management in programming for the new CoEs.
  • Facilitate Knowledge Management Transition: Work with relevant focal points across PG, ROs and other divisions to converge on common standards, templates and methods for capturing knowledge in light of the transition to the CoEs.
  • Support other strategic workstreams in PSC Hub: Working in close collaboration with the Programme Strategy and Coordination Hub (PSC Hub), the consultant will provide expertise that is crucial for ensuring UNICEF's humanitarian interventions continue to save lives and support long-term recovery. A key part of this contribution is supporting the Review of Quality Programming in Humanitarian Action in alignment with UNICEF's Strategic Plan. The consultant's knowledge management expertise will also be leveraged to support other strategic workstreams, which may include facilitating consultations with DAPM on strategic planning processes and in relation to the high-income country agenda involving PFP, National Committees and connected to the FFI workstream on typologies

Data analysis of survey results from HQ, RO and COs and technical  assistance supply and demand trends. b) Mapping of use cases and operational model of the CoEs that will feed into the building of TAHub as a digital platform.

-  Grouping country programmes based on typologies, development and fragility to organize future workforce management and entry points for programmatic coordination

3.  Facilitate Knowledge Management Transition

-  Knowledge transfer plan including standards and templates to capture and document functions, tacit knowledge and good practices in coordination with ROs in line with the transition into CoEs

30 January 2026

4.  Support other strategic workstreams in PSC Hub

a) Review of quality programming in humanitarian action including key informant interviews
b) Design and format matrix of interventions for and suggested entry points (or cheat sheet) related to National Committees and connected to the FFI workstream on typologies

Qualifications

Education: Advanced degree in Social Sciences or related discipline.

Knowledge/Expertise/Skills required *: 

  • 5 years of work experience developing digital platforms that manage complex and global business processes
  • Good understanding of the role of KM in UNICEF
  • Good facilitation skills, for in-person and virtual events and meetings aimed at knowledge sharing, peer learning, or group reflection
  • Rapid turnaround of work and ability to multi-task
  • Excellent organizational and project management skills

Requirements:

Completed profile in UNICEF's e-Recruitment system and

- Upload copy of academic credentials

- Financial proposal that will include/ reflect :

    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.
    • Indicate your availability

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
