The Supply Chain Officer (TA) position, under the overall guidance and direction of the Chief of Health and Nutrition (P4) with matrix management by the Supply Officer (NOB), aims to provide technical guidance and operational support to the Government of Cambodia in two key areas. The first area is to strengthen the national health supply chain and procurement systems, with a focus on improving the quality of care for women and children and strengthening the immunization supply chain. This role will be critical to support the health team and work with MOH on policy, assessments, and coordination for overall health sector supply chain systems strengthening for PHC commodities.
The overall goal of the UNICEF Cambodia Country Programme of Cooperation, 2024-2028, is to contribute to the Government of Cambodia’s efforts to implement and decentralize policies related to children, focusing on the most disadvantaged and deprived, to have their rights progressively respected and fulfilled so they can survive, grow, and develop to their full potential in an inclusive and protective society. The country programme is aligned with country and UNICEF regional and global priorities and expected to contribute to the Cambodia Rectangular Strategy, Phase 1 – 4 (vision 2050), and the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2024 –2028, while concurrently working toward the achievement of the Sustainable Development Goals (SDGs).
UNICEF envisions national supply chain systems that reliably deliver integrated service packages for children, adolescents, and reproductive age women, focusing on health, nutrition, and Water, Sanitation and Hygiene (WASH). A strong national supply chain system also facilitates child protection services, is linked to social protection and social welfare initiatives and the education sector, particularly for alleviating poverty, improving health literacy, screening and ensuring early child development (ECD).
UNICEF played a major role during the COVID -19 pandemic supporting the country’s response and vaccination efforts, where this role included elevated support to Government on a diversified range of essential health supplies and equipment, and supply and cold chain strengthening at national level and across the country. This positioning has enabled UNICEF to be a key partner supporting the Government’s new plans to strengthen Primary Health Care (PHC), by providing strategic support to national supply chain systems strengthening in the health sector, which transcends procurement support to targeted programs. UNICEF plans to advocate for and support the Government of Cambodia in the development of a national Supply Chain Strategy for primary health care that serves to leverage the supply chain management gains made in Cambodia and to facilitate supply chain integration in the sector.
This is a Temporary Position from August to December 2026, with a possible extension up to 729 days, subject to performance, role requirements, and funding availability.

- Education: Bachelor or equivalent (First Level University Degree) in Business Administration, Management, Economics, Supply/Purchasing, Logistics, Contract/Commercial Law, International Development, Social Science, Procurement, Health or related social science field and field relevant to technical assistance in immunization Supplies, Cold Chain, and Logistics is required.
- Work Experience: A minimum of two (2) years of relevant experience, at the national and international levels, (more years of experience is an asset) in supply, logistics, procurement, contracting, administration, and/or other directly related technical fields is required. Experience in capacity building on supply systems strengthening required.
- Skills: Technical knowledge and experience in Supply Systems Strengthening, managing Pharmaceutical Supply, Procurement Strategies, Analytical Negotiation, and Donor Engagement are required.
- Language Requirements: Fluency in English is required.
