The UNICEF Global Shared Services Center (GSSC) enables staff worldwide by delivering high-value services across finance, human resources, payroll, and customer care, guided by a vision of unlocking private-sector performance for UNICEF, enabling a leaner, stronger organization that can maintain presence and advance child rights at scale.

As part of the Future Focus Initiative (FFI), three new global services were centralized within the GSSC, and a Budapest Common Services Centre (CSC) was established. In addition, GSSC plays a key role in supporting readiness and continuity through FFI interdependent movement such as regional office mergers and the establishment of 13 CSCs and Centers of Excellence.

The purpose of this Data Insights PMDR (Planning, Monitoring, Data, and Reporting) Consultancy is to provide high‑level insights on the GSSC’s current state and trajectory, to inform decisions that shape its priorities and planning.

Scope of Work

As part of FFI change management toward greater organizational agility and sustainability, the scope of work includes designing and delivering biannual Global Business Reviews, developing a data informed 2027 Rolling Work Plan, establishing monthly Section and Executive Management Team workplan views, and implementing a comprehensive, data informed planning system needed for GSSC to steer through FFI‑driven transitions and inform priority‑setting during a period of organizational change.

To qualify as an advocate for every child you will have:

Minimum requirements:

  • Education: Bachelors degree in Planning, Monitoring, Data, and Reporting expert with at least a bachelor’s degree in statistics, social sciences, demographics, development planning, international relations, or a related field
  • Work Experience:
  • Three to seven years of progressively responsible professional experience in data analysis, programme planning, or monitoring
  • Language Requirements:
  • English fluency
  • Knowledge/Expertise/Skills:
  • Advanced data analysis, visualization, and storytelling: Demonstrated ability to synthesize data into clear insights and decision‑support products. High proficiency in Excel, Power BI/Tableau, and other analytics and presentational tools. Organizational transition experience, the ability to analyze and interpret data in the context of large‑scale transformations, restructuring, or operating model shifts, is an asset.
  • UNICEF planning, monitoring, and reporting expertise: Strong command of PMDR methodologies, including results frameworks, KPI design, variance analysis, and proven experience designing and implementing structured workplan/OMP review systems.
  • Strong communication, strategic thinking, and synthesis skills: Ability to translate data into concise, actionable insights for executive audiences.
  • Stakeholder engagement and facilitation: Skilled in working with cross‑functional teams, problem-solving, managing ambiguity, validating data, and aligning insights across diverse stakeholders.

Desirables:

  • Global business services (GBS) background or strategic business operations knowledge: Understanding of global shared services, operating models, service line performance, and enterprise‑level governance. Experience in a private‑sector global business services environment, particularly in performance management, service delivery, or operational excellence.
  • Executive‑level reporting experience: Proven ability to produce high‑quality insights and materials for senior leadership decision‑making.
  • Project management certification or training: PMP, PRINCE2, Agile, or equivalent (asset, not required).
