The Pakistan Institute of Education (PIE), established under the Ministry of Federal Education and Professional Training (MoFEPT), houses the National Assessment Wing (NAW), which is mandated to design and implement assessments that measure student learning outcomes at national scale, including the National Achievement Test (NAT) and the Foundational Learning Study (FLS).
With technical support from the American Institutes for Research (AIR) delivered principally through Dr. Abdullah Ferdous, Principal Researcher/Psychometrician and funding channelled through the World Bank's Data & Research in Education (DARE) technical assistance programme, NAW/PIE has successfully developed, piloted and administered NAT-2026 and FLS-2026. FLS-2026 is Pakistan's first nationally representative assessment of Grade 3 literacy and numeracy, anchored in the Federal Foundational Learning Policy 2024 and designed for alignment with the Global Proficiency Framework (GPF) and Minimum Proficiency Levels (MPLs) so that Pakistan can report against SDG indicator 4.1.1.
The objective of this assignment is for UNICEF Pakistan to provide targeted technical assistance to NAW/PIE for the specific set of NAT- and FLS-related activities that fall outside the current World Bank/DARE scope, so that Pakistan's first national foundational learning evidence base is completed, benchmarked, and reported to international standards without loss of methodological continuity or delay.
We are looking for a dynamic and motivated professional with strong networking, fundraising and partnership development skills to help expand UNICEF Sri Lanka’s private sector engagement and resource mobilization efforts.
To provide technical and analytical support to UNICEF's evidence generation and policy work on household vulnerability and shock-responsive social protection, including collaborative analytical products and policy recommendations with UN partners in the context of recent and compound shocks, including the Middle East crisis.
UNICEF Sri Lanka generates evidence and policy recommendations to strengthen household resilience and shock responsive social protection in the context of recurrent and overlapping economic, climate, disaster and external shocks.
As part of this evidence generation, UNICEF is undertaking a rapid telephone-based household survey to examine household socioeconomic conditions, exposure to recent shocks, coping responses, social protection, access to essential services and child wellbeing, including household-level impacts associated with the Middle East crisis. UNICEF also collaborates with other UN partners on complementary analytical work that brings together different evidence streams and translates them into practical policy recommendations. This consultancy will support two connected areas of UNICEF's evidence and policy work. First, it will use relevant findings from the rapid telephone-based household survey, together with complementary evidence generated with UN partners,
to contribute to a focused live case study on shock-responsive social protection, using Aswesuma as the principal entry
point. Second, it will support the household vulnerability and social protection component of a broader collaborativeanal Es. This second analytical stream will be explicitly built on the upstream enterprise and value-chain analysis undertaken by the collaborating UN partner(s). Based on the priority
sectors, affected worker groups, employment channels and enterprise-level impacts identified through that analysis.
Within this context, UNICEF is increasing its focus on delivering climate-resilient social services and strengthening the capacity of staff and partners to design and deliver them. The consultant will support this shift through a combination of capacity strengthening, knowledge management and technical assistance.
The consultant will support capacity-strengthening initiatives, contribute to internal knowledge management and communications, and provide technical support on climate change adaptation and disaster risk reduction, as well as resource mobilization efforts. The consultant will work closely with the Climate Resilience CoE, other CoEs, relevant divisions, satellite offices, and regional and country offices to strengthen UNICEF’s institutional capacity to deliver results for children in a changing climate.
The purpose of this assignment is to strengthen the capacity of the Ministry of Health in the planning, implementation,
monitoring, and reporting of preventive and curative nutrition interventions delivered through the health system. The
consultant will work closely with relevant departments of the Ministry of Health to enhance coordination, support evidence
based programming, and contribute to the effective delivery of nutrition services and interventions.
The purpose of the consultancy is to provide technical support to the Ministry of Health and Human Services (MoHHS) in Republic of Marshall Islands (RMI), to strengthen breastfeeding promotion through improving implementation of the Baby Friendly Hospital Initiative in two main hospitals and their surrounding communities. Background Promotion of breastfeeding is a high impact intervention that plays a crucial role in ensuring children receive adequate nourishment. Breastfed children have a significantly reduced risk for both wasting and later childhood overweight or obesity. In RMI, one in every three children under five years of age are stunted. Nearly 5% of children in the same age group are overweight and another 4% are wasted. Sub-optimal infant feeding, including limited breastfeeding, is considered to be a critical driver of malnutrition in this context. In 1991, UNICEF and WHO jointly launched the Baby Friendly Hospital Initiative (BHFI), which consolidated evidence on promoting breastfeeding within health facilities. The BFHI included “Ten Steps to Successful Breastfeeding”, which were subsequently updated in guidelines published in 2018. These guidelines titled, “Protecting, promoting and supporting breastfeeding” are intended for use in health facilities providing maternity and newborn services to promote breastfeeding. As outlined in UNICEF Pacific Multi-Country Program Document (MCPD) for 2023- 2027, UNICEF is committed to supporting the RMI and other Pacific island countries in strengthening capacities for improved, affordable, and equitable quality primary health care and nutrition services, including during emergencies. Within this framework, UNICEF works with MoHs and other partners to ensure that the health care systems are conducive to protect, promote and support breastfeeding practices The BFHI was previously implemented in the major hospital (Majuro) in RMI.
