BACKGROUND

Purpose of Activity/ Assignment:

UNICEF has adopted a global Sustainability and Climate Change Action Plan (SCAP) that marks a transformation of how the organization embeds sustainability and climate change in its programming and advocacy work. A key objective of the plan is to empower every child through their life course with the developmental opportunities, education, and skills to be a champion for the environment. Education is a central sector in and through which progress on the climate agenda for children can be achieved. Adapting essential social services, such as education are one of the best ways to reduce the vulnerability of children now, whilst equipping children with the education, skills and opportunities prepares them for a climate changed future.

 

The Consultant - Climate and Education Programmes and Partnerships, is crucial to the delivery on the ambitious results proposed under SCAP, which include working with partners with an aim to reach 500 million children in 100 countries with sustainability and climate education and directly reaching 50 million children in 60 countries with sustainability and climate education.

Education is a core pillar of UNICEF’s SCAP, given that education has a transformative potential for climate change adaptation and resilience. UNICEF is doubling down efforts to strengthen programmes and partnerships that translate into more climate resilient education systems. UNICEF’s work on climate change in education has four strategic pillars

Greening learning and skills: Increasing access to quality curriculum, learning materials and digital resources for children and youth to develop the necessary skills for future participation in the green economy

Youth- Led climate Increase Youth engagement in climate-smart solutions and climate advocacy at local levels.

 
Greening capacities of systems: Supporting Ministries of Education to strengthen system-level resilience, upskill their teaching workforce and engage in risk-informed sector planning, preventing learning disruptions caused or exacerbated by climate-related events

Scope of Work:

 Under the supervision of the Senior Adviser for Education – Systems, and in close collaboration with relevant teams across the Education and Adolescent Development Section, Programme Group, Public Partnerships Division and Private Fundraising and Partnerships Division, the Consultant will provide strategic advice and support for the climate and education agenda, thus supporting UNICEF to scale-up its climate & education results. The Consultant will do this by supporting advocacy efforts during high-level fora such as COP, resource mobilization, development of global public goods, and more as needed

Terms of Reference / Key Deliverables:

 

Deliverable 1:  COP29 engagement delivery

COP29 High-Level Roundtable on children, youth and climate action developed and conceptualized in collaboration with relevant teams across HQ divisions, regional offices, and country teams

  • Develop Concept Note for UNICEF's policy and advocacy engagement around Climate and Education at COP29
  • Prepare Briefing Notes and other relevant preparatory information for UNICEF delegates and speakers and support them with logistics and the requisite materials throughout the meeting
  • Prepare presentations required for engagement at COP29
  • Prepare report from COP29, including findings, recommendations and a SMART action plan – By 20 October 2024
  • At least two policy and advocacy events led by other teams and divisions, strategically contributed to and participated in:

    • Provide technical inputs into 2 Briefing Notes and 2 Presentations ensuring that Climate and Education is appropriately and strategically presented – 28 February 2025
    • Deliverable 2: Greening Education Partnership coordination.

      Technical Advice on the Greening Teacher Training and Education Systems’ Capacities Working Group by the Senior Adviser supported, including providing coordination support with relevant stakeholders and inputs into relevant documents:

      • Technical input into 7 working group meetings, including presentations, talking points, etc
      • Participate in 7 working group meetings where appropriate
      • Review and input into up to 3 Greening Education Partnership documents to ensure UNICEF’s interests are captured – By 30 April 2025
      • Deliverable 3:  Proposal Development

        At least one multi-country proposal developed, including but not limited to activities and projected impact, cost estimates, target geographies and priority partners, supporting resource mobilization for Climate & Education and that can be adapted to multiple contexts. – By 31 March 2025

        • Deliverable 4:  Advocacy

          - One advocacy brief on climate finance in education developed. – By 31 December 2024

          - Two country case studies on climate change and education developed – By 28 February 2025

          - One blog written and published for COP29 – 30 November 2024

          - Earth Day event executed including one blog written and published: - By 30 April 2025

          - Develop Concept Note for event

          -Coordinate and facilitate event, by managing logistics such as meeting room, invitations, catering, visibility, etc.

          - Prepare Briefing Note and presentations for UNICEF speakers

          -Prepare report with any follow up action

          Travel

           
          International travel to Azerbaijan for COP29
      • Qualifications

        Education: Masters

         

        Advanced university degree in education, environmental studies, climate policy/science, public policy, gender and development, international development, or related field

        A PhD is desired.

         

        Work experience:

        Knowledge/Expertise/Skills required *:

         

        • 10 years of experience in education, environmental studies, climate policy/science, public policy, gender and development, international development, or related field.
        • A minimum of 10 years of established capacity on development programming in the education sector
        • Experience coordinating complex multi-country initiatives and/or multi-stakeholder partnerships.
        • Relevant experience working with global education partners, including in grant management and resource mobilization
        • Relevant experience in project management, particularly on programme delivery and global coordination. Experience working in UNICEF, UNEP, and UNFCCC will be an asset
        • Sound understanding of climate and education advocacy in the context of the Conference of the Parties (COP).
        • Published academic research papers in the areas of education, gender equality, climate, and education
        • Demonstrated authorship and coordination of global public goods, preferably published by a UN agency, in the areas of education, gender equality, climate and education
        • Deep understanding of the intersection between education and climate, with focus on equity
        • Fluency in verbal and written English is required. Any additional UN official language is welcome
        • Requirements:

          - Upload copy of academic credentials

          - Financial proposal that will include/ reflect :

            • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
            • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
            • Any other estimated costs: visa, health insurance, and living costs as applicable.

          - Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF
        • - At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

          - Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

          U.S. Visa information:

          With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

          Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 
          The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
