For every child, Immunity!

In Pakistan, every year over 5,000 women are diagnosed with cervical cancer and over 3,000 women die each year from the disease. The actual number is likely to be higher as surveillance for cervical cancer is still suboptimal, and data on the disease burden and spread is incomplete; An estimated 87% of cervical cancer cases can be prevented through vaccination against the human papillomavirus (HPV). Under the leadership of the Federal Department of Immunization (FDI), the Government of Pakistan has set the introduction of the HPV vaccine as one of its priorities for 2025, to prevent cervical cancer. With support from Gavi - the Vaccine Alliance - the country has opted for a province-wise staggered approach to introduce the vaccine from Q3 2025 to 2027 through introductory supplementary immunization campaigns followed by routine immunization. The target population includes 18 million 9 to 14-year-old girls, of which 8 million are out of school., The successful introduction of the HPV vaccine necessitates a collaborative, interdisciplinary effort involving various levels of the Department of Health, the education sector, United Nations agencies, civil society organizations especially women-led organizations, adolescents and local women and youth groups and associations such as Pakistan Girls Guide Association. This approach should apply a gender perspective and include partnerships with the private sector to ensure the vaccine reaches all girls in the targeted population utilizing the existing mapping done for adolescent and women-led organizations across Pakistan. UNICEF Pakistan is seeking a highly motivated individual with outstanding credentials, analytical ability, management capabilities, and communication skills to serve as the lead Project Manager for the planning and implementation of the HPV vaccine introduction.

Under the guidance and general supervision of the Senior Manager – Immunization, the staff member will ensure cross-sectoral coordination to ensure all concerned stakeholders work in synergy to develop a comprehensive and effective approach to introducing the HPV vaccine through an initial catchup campaign, followed by introduction into routine immunization. This approach will be informed by the latest evidence, including insights from Social Behaviour Change (SBC) assessments and feedback from stakeholder consultations, to address logistical, operational, and social aspects of immunization, to remove barriers to service delivery, and generate steady and sustained demand for the HPV vaccine

How can you make a difference? 

To make a difference you will be accountable for the following key duties & tasks:
 
Coordination and planning:
1. Facilitate coordination between National and Provincial departments of health and support provincial EPI departments in translating the HPV vaccine introduction proposal’s strategic directions into context-specific gender responsive and equitable SBC interventions. The process will require social advocacy to engage key stakeholders, including, convergence with gender, education, health, and nutrition sections at federal and provincial level, to provide appropriate approaches to reach the underserved, in- and out-of-school, differently abled and thalassemia-affected girls based on international and regional best practices.
2. Develop province specific strategies, informed by feedback from Gavi’s Independent Review Committee, internal and external stakeholders’ actionable recommendations, and conclusions of reviews, consultative multisectoral workshops with clinicians and civil society, and gender-focused consultative workshops (‘Sehatmand Beti Sehatmand Gharana’).
3. Guide provinces and districts on the development of micro-plans for HPV implementation and subsequently align the budget per province and activities while ensuring engagement with all relevant sectors and sections.
4. Develop national and provincial gender responsive work plans and implementation steps and checklists to assist in the management of the implementation process ensuring that all stakeholders fulfill their responsibilities on the necessary steps to ensure the vaccine is delivered as planned.
5. Ensure timely recruitments of national officers based in provinces.
6. In coordination with the Advocacy and Communication, and SBC teams at federal and provincial level, develop human-interest stories and photo essays for HPV vaccine introduction.
7. Assist in the coordination of national and provincial training plans and materials for HPV vaccine introduction.
8. Leverage existing partnership with Pakistan Girls Guide Association and its provincial chapters on advocacy, demand generation and awareness raising amongst adolescent girls.
 
Monitoring implementation:
Design an intra and post campaign evaluation checklist and work with a third party to implement the evaluation.
1. Monitor the development and implementation of detailed national and provincial implementation plans up to the sub-district level with education and health sectors.
2. Assess and report on the readiness of the different components starting 6 months prior to implementation.
3. Provide technical guidance and creative supervision for the development of context specific, gender responsive plans and micro-plans.
4. Provide technical guidance in monitoring, reporting, and documenting the progress

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education: An advanced university degree (Master’s or above) in one of the following fields is required: public health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology, or another relevant technical field.
  • Work Experience: A minimum of 5 years of relevant professional experience, including project management within health projects.
  • Experience in one of the following areas: developing public health social behavior change strategies, public health, social sciences and anthropology and/ or health systems strengthening is required.
  • Skills: Strategic coordination skills (NGOs, UN organizations, high level government officials)
  • Language Requirements: Fluency in English is required. Knowledge of a local language is required.

Desirables:

  • Developing country work experience and/or familiarity with emergency. 
  • Experience in developing strategies focusing on cross-sectoral collaboration for service delivery and SBC an asset.
  • EPI experience sufficient to coordinate with UNICEF national and provincial workforce (EPI, Gender, health, education) and the government structures to be able to include reporting on vaccine logistic and supply readiness is an advantage.
  • Strong systematic review skills (literature, surveys), analytical skills, literature review, evidence-based planning, written and oral communication skills, including the ability to prepare presentations and comprehensive reports is an advantage.
  • Working experience with UN agencies, including UNICEF an advantage.
