For every child, Immunization! 

The consultant will develop the urban immunization strategy, in line with the GAVI JA review and NIS 2025/2030, as well as the Immunization agenda 2030.

How can you make a difference? 

Formulate a province specific urban immunization strategy following the below processes:

1. Literature review of other Southeast Asian countries’ urban immunization strategies, UNICEF urban immunization toolkit to propose innovative approaches, document current approaches used in Pakistan by EPI partners including expanded partners and their performances by 30th April 2025

2. Mapping of existing urban specific strategies, through consultation with all provinces, including the prototypes co developed with the community during the HCD exercise. Analyze each strategy data collection tolls, processes, data quality and performance to recommend the most efficient by 30th June 2025

3. Based on the mapping exercise, conduct gap analysis of immunization service delivery along with plan to overcome those gaps/bottlenecks, mainly focusing on Zero Dose areas, urban slums and share findings with all stakeholders on regular basis by 31st July 2025

4. Plan for provincial consultations: Hold consultations with key stakeholders and finalize Urban Immunization strategy with updated city specific profile of mega cities, based on agreed format by 30th Sep 2025

5. Submit draft Urban Immunization Strategy/framework for sharing and inputs by the CO & Fos by 31st Oct 2025

6. Submit Final Urban Immunization Strategy/framework for sharing with the Govt. by 30th Nov 2025

7. Dissemination of the National Urban Immunization Strategy to the stakeholders by 15th Jan 2026

8. Support in capacity building of FDI and provincial staff and other professionals including CSOs when required.

9. Sharing the progress and updates with CO(Supervisor)on Fortnightly/Monthly basis during the contract basis - Fortnightly/Monthly

To qualify as an advocate for every child you will have… 

  • An advanced university degree (Master’s or higher) in one of the following fields is required: public health/nutrition, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, biostatistics, socio-medical, health education, epidemiology, or another relevant technical field. 
  • A minimum of 05 years of relevant professional experience in one or more of the following areas is required: public health/nutrition planning and management, maternal and neonatal health care, or health emergency/humanitarian preparedness.
  • Work experience in primary health care, EPI with Experience of coordination and implementation of health projects is an advantage.
  • Experience in developing training material, Research, Formulating Strategies, Project proposals is required.
  • Developing country frameworks, National/Provincial Plans in different provinces
  • Substantial experience of training of master trainers with experience of adult learning, training life cycle and training methodologies
  • Experience of working with government or UN system is an asset.
  • Developing country work experience and/or familiarity with emergency is considered an asset. 
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset. 

Duration of consultancy is 10 months.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
