How can you make a difference? 

The purpose of the assignment is to provide video shooting and editing services for a campaign on immunization. The aim of the campaign is to spread key messages on the benefits of immunization through digital platforms in collaboration with local social media influencers.  The campaign materials are scheduled for use in April, particularly during World Immunization Week, with a focus on reaching parents of children aged 0 to 6 years.

Azerbaijan maintained high national immunization coverage rates until 2019. However, at the sub-national level, some districts experienced lower coverage due to the piloting of healthcare reforms in these areas, although this did not significantly impact national averages. Since 2020, Azerbaijan has faced a decline in immunization coverage. The COVID-19 pandemic disrupted immunization services, significantly affecting DTP1 and DTP3 coverage rates, which dropped to 79% and 82%, respectively, in 2020.

There are significant regional (sub-national) variations in coverage in immunization throughout the country. The officially reported data on vaccination coverage by districts shows an increase in the number of children who did not receive DTP1 and DTP3 doses in 28 districts in 2022 compared to the previous year.

According to the Ministry of Health's report, 281 measles cases were reported in 2019. However, from January 1, 2023, to December 31, 2023, the number of registered cases surged to 13,207, with 10,782 of these occurring among children aged 0–17 years. In response to this outbreak and to enhance preparedness for future infectious disease outbreaks, UNICEF has implemented several initiatives to support strengthening of immunization programme in close collaboration with the Ministry of Health. 

The objective is to identify an  individual to produce video content for UNICEF Country Office in Azerbaijan aimed at promoting immunization-related key messages on digital platforms.

Scope of Work:

II. Responsibilities of the Videography Consultant:

  1. Capturing and editing video content and working closely with Communication Specialist: creating footage of UNICEF activities, events and first-person narratives as per specifications of a given assignment (including format, platform, shot listing, etc.).
  2. Providing captions to videos according to UNICEF’s guidelines.
  3. Embedding captions to videos in an agreed language as per specifications of a given assignment.
  4. Participating in and contributing to the whole production process including discussion, conceptualization, planning/storyboarding, building narratives and scripts, writing production plans, shooting schedules, filming, editing and final packaging. This will often require working with photographers.
  5. Submitting the deliverables in formats applicable to UNICEF platforms, broadcasters, online news, and social media outlets, as previously agreed with the supervisor.
  6. The consultants will use their own equipment; camera, microphones, software and other accessories and software that may be required to complete the tasks.
  1. Keep in mind culture, gender, and other sensitivities as per UNICEF guidelines. The video/footage/text should be appropriate for diverse audiences and have universal appeal.
  2. Ensure effective and efficient provision of services, keep full confidentiality of all aspects of the assignment; manage information flows and follow-up on deadlines and commitments made.
  3. Ensure dignity of subjects, particularly in the context of children and vulnerable groups.
  4. Ensure consent forms are signed by children and/or guardians as well as adults participating in the projects as per UNICEF guidelines.
  5. Ensure all footage is cutting edge and meets the latest, competing technical standards.
  6. Be available for several rounds of editing depending on the feedback.
  7. Conduct all work independently, in accordance with professional standards. This includes working from their own office and using their own hardware and software equipment.


Deliverables of the Videography Consultant:

The consultant is expected to produce up to 4 videos of high technical quality and aesthetic calibre for inclusion in various UNICEF products and dissemination to media outlets and partner organizations.

Videos will be used through UNICEF platforms and, UNICEF website, by influencers involved in the immunization campaign, as well as local partners.

Expected products include image and video acquisition into UNICEF’s WeShare Digital Asset Management archive/permanent collection for use in internal reports, UNICEF Country Office in Azerbaijan and Europe and Central Asia Regional Office’s social media channels, distribution to external media and partner organizations.

The assignment will include up to 4 (four) videos. Below are the specifications:

  • videos should be up to 90 seconds;
  • videos should be in Full HD resolution;
  • each video should be in horizontal, vertical, and square formats with Azerbaijani and English subtitles (6 versions in total for each video).

To qualify as an advocate for every child you will have… 

  • Diplomas/certificates relevant to the field of services (I.e., media, communication, journalism, film production studies or certificates; or in another relevant field).
  • At least 5 years of professional experience in working in a humanitarian context or in an international environment (experience in work on topics regarding the vulnerable groups is preferred).
  • Track record of high-quality videography content distributed to national and international broadcasters and online media platforms (proved by a portfolio).
  • Demonstrated ability to produce high quality materials according to specified technical requirements in a fast-paced environment and changing conditions including short deadlines.
  • Spoken and written fluent knowledge of English and Azerbaijan is required; knowledge of Russian is an asset.
  • Previous relevant experience of working with a UN Agency, international organizations, international media, or donors is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
