How can you make a difference? 

The main objective of this exercise is to enhance the evaluability of the SNA for the 2024-2028 period, with an aim to ensuring not only the adequate planning and monitoring of this work, but also to ensuring that this work can be properly evaluated for success in 2027, prior to preparation of UNICEF’s next country programme. Through the evaluability assessment, the primary audience of UNICEF and partners are keen to ensure that the SNA builds on UNICEF’s longstanding success in strengthening sub-national child outcomes in Cambodia.

The specific purpose of the SNA evaluability assessment is as follows:

  1. To assess the design and monitoring of the SNA, and identify evidence-based recommendations for enhanced evaluability.
  2. To amend and update the SNA theory of change and monitoring framework.
  3. To prepare a brief plan for conducting the 2027 SNA evaluation.

The assessment phase of the exercise specifically should look at:

  1. Overall robustness of the design and results framework of the SNA to determine whether the results chain and objectives are clearly articulated and whether relevant, reliable and valid indicators, measures, tools and mechanisms are in place.
  2. The adequacy of the monitoring systems established to measure progress and achievement of planned results for the SNA and the extent to which equity and gender have been integrated.
  3. Recommendations to further improve the design, data collection tools and systems to better implement, monitor and eventually evaluate the planned results of the SNA.  This would include suggestions on the preparation of the systems and tools to conduct the SNA evaluation.

To qualify as an advocate for every child you will have… 

Qualifications and Experience

  • Advanced University degree (master’s degree or equivalent, or PhD) in economics, public policy, public administrations, business administration and other relevant fields
  • Minimum of 8 years professional experience in designing and formulating public sector plans and strategies.
  • Knowledge and experience in conducting evaluations and/or evaluability assessments in the UN context.
  • Knowledge of Cambodian planning and M&E systems is an asset.

Knowledge and Skills

  • Possess strong technical knowledge of the programme planning cycle and RBM.
  • Excellent interpersonal, facilitation and communication skills

Competencies

  • Possess a good team working spirit.
  • Excellent and innovative communication skills.

Languages

  • Fluency in written and spoken English. Ability to converse with relevant stakeholders in Khmer is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
