Objective:

The overall objective of the consultancy is to monitor and facilitate the implementation of the Child Survival and Development program at the governorate level, aiming to achieve the following three main outputs:

  • Strengthened Capacity of partners and Key Stakeholders: Enhance the capacity of the Ministry of Health and Population (MOHP) and key stakeholders at national and subnational levels, including the MOHP, Water companies, Ministry of Social Solidarity (MOSS), National Council for Childhood and Mother NCCM, NGOs, and others, to plan and manage inclusive, high-quality, responsive, sustainable, and environmentally sensitive maternal and child service packages aligned with national reform priorities in UNICEF intervention areas.
  • Increased Capacity of Service Providers: Improve the capacity of healthcare providers and other relevant service delivery entities (including MOSS, NGOs, water companies, the private sector, and others) to deliver quality, comprehensive maternal and child health, immunization, nutrition, development, and environmentally sensitive WASH interventions.
  • Enhanced Knowledge and Capacities of Targeted Communities: Empower targeted communities, families, and caregivers by increasing their knowledge and capacities to practice, support, and promote age-appropriate feeding, positive parenting, good sanitation and hygiene practices, climate change solutions, and to demand high-quality, integrated health, nutrition, early childhood development (ECD), and WASH services.

Methodology:

The Field Coordinator will serve as an extension of UNICEF in the field, responsible for monitoring of child rights (health, nutrition, ECD, WASH and other services as needed) and overseeing the implementation of the agreed Child Survival and Development (CSD) program interventions at the governorate, district, facility, and community levels in a coordinated manner.

Key duties will include regular field visits to project sites within the assigned governorates for monitoring, follow-up, and supervision of activities related to health, nutrition, early childhood development (ECD), and WASH.

The consultant will contribute to the achievement of CSD program objectives through the following responsibilities:

  • Work independently with a wide range of partners and stakeholders to assist in integrated planning and facilitate the coordinated implementation of the CSD program at the governorate, district, and facility levels.
  • Facilitate coordination among various departments at the governorate, district, and community levels.
  • Leverage partnerships with local civil society organizations, as well as community and religious leaders, to improve healthcare services and foster social and behavioral change in the community for enhanced health and nutrition outcomes.
  • Oversee the training of service providers on maternal and newborn health, infant and young child feeding, WASH, and early childhood development (ECD).
  • Support and follow up with community volunteers to reach families and disseminate awareness messages.
  • Monitor the use of new technologies and social media platforms (including WhatsApp, Facebook, and Rapid-Pro) to disseminate health, nutrition, WASH, and ECD messages.
  • Monitor the quality of services provided and support partners management in developing and implementing quality improvement initiatives.
  • Anticipate and resolve challenges while providing regular updates to the CSD team on the status of projects, serving as the primary source of information on program implementation monitoring.
  • Attend events, campaigns, and meetings with stakeholders.
  • Prepare and maintain program records related to field implementation (both technical and administrative).
  • Review documents, reports, and other materials from partners to ensure compliance with UNICEF program requirements.
  • Assist in organizing field visits, meetings, documentation, visibility activities, and other interventions related to the CSD program.
  • Act as a liaison between the CSD program and other relevant programs within the governorates.
  • Conduct supply end-user monitoring and report the results to the CSD section colleagues
  • Support CSD section in updating situation analyses, obtaining required data from district and implementing partners, providing photos, and sharing human interest stories for further documentation and donor reporting.

The process should be participatory, bringing together multiple stakeholders to share knowledge and insights.

The time allocation for this assignment is as follows:

  • 50% technical activities: Monitoring and field visits to CSD intervention sites including Primary Health Care (PHC) units, nurseries, schools, water companies, and partners NGO and other facilities implementing the project, providing technical support and guidance.
  • 30% coordination activities: Facilitating coordination and collaboration among various stakeholders and departments.
  • 20% reporting, data updates, and attending meetings: Ensuring accurate reporting, updating program data, and participating in relevant meetings.

Key Activities

  • Oversee the roll-out of the 1000 days program, training initiative in close coordination with manager and partners, including attending selected trainings, visiting facilities after training to follow-up implementation, and capacity building of middle managers
  • Document the roll out the different Initiative in selected facilities, and advocate for implementing them in non-supported facilities within the governorate assigned.
  • Sensitize community on proper health and nutrition practices, including by overseeing partners leveraging their social media and other communication channels.
  • Leverage partnership and establish coordination with the primary and secondary care sectors of the MoHP, other relevant ministries, national councils, private sector, academia and NGOs in local governorate.
  • Monitor the implementation of the program activities at primary health care units, nurseries, schools and community levels in his/her assigned governorate to deliver the planned results. 
  • Provide technical assistance to local health and nutrition teams to ensure quality implementation of the program in the targeted areas as per the technical protocols and plans.
  • Support local health and nutrition teams at PHC units, district and governorate levels for proper management of the program activities including implementation, supervision, and reporting.
  • Support the roll out of the ECD/counselling room activities and its institutionalization in the selected PHU and hospitals.
  • Ensure quality data management and timely results reporting. He/she will support government entities local teams for proper data collection, validation and analysis, and ensure that timely result- based reports will be issued and communicated to higher government levels and to UNICEF.
  • Be a member of the Programme Governorate Committee, he/she will support the harmonization and the effective coordination between relevant departments of local government authorities as well as participate in regular meetings with government and NGO counterparts to review implementation and troubleshoot challenges; implement innovative solutions in coordination with government and community partners
  • Support community mobilization activities including but not limited to liaisons with local NGOs, community volunteers and community and religious leaders
  • Monitor and support in coordination with partners staff - different training courses run by UNICEF to ensure quality delivery and to report on the number and category of participants.
  • Support documentation- whenever relevant- different events, success stories and case studies.
  • Monitor ECD interventions in government, NGO and private entities at central and governorate levels, in accordance with agreed milestones and workplans
  • Assist in exploring mechanisms of reaching the surrounding communities with CSD interventions through different entities, including surveying existing NGO/CDA capacities
  • Facilitating and ensuring that cash assistance is spent as per the appropriate budget agreements/arrangements, and that liquidations are completed within a reasonable time frame.

Implementation of previous month’s plan and recommendations, photo documentation of training sessions and health awareness activities, meeting minutes, monthly indicators, achievements, constraints and recommendations, plan for the next month, in relation to project implementation and documentation. The report should include but not limited to:

    1. Brief on monthly meetings of the respective districts
    2. # of families benefited from the access to safe water and proper sanitation (revolving fund)
    3. Update on performance Indicators for the specified PHC units, nurseries, schools, water companies, communities in targeted districts and the governorates as a whole
    4. Training conducted during that month and # of trainees by category
    5. # of awareness sessions and # of beneficiaries attended
    6. # of children benefiting from growth monitoring and follow up visits
    7. # of children benefiting from schools activities and follow up visits
    8. # of pregnant women visiting FHUs for ANC
    9. # of children benefiting from ECD interventions
    10. Visits conducted by the consultant to PHC units and support given to improve quality of services
    11. Brief on Technical support provided to district teams
    12. Follow up for community mobilization activities including volunteers’ activities and partnership with local NGOs
    13. Brief on quarterly Directorate meeting when conducted
    14. Update on progress made in respective districts
    Conditions of work:
    This assignment is field based requiring frequent presence in the field, in the assigned governorate/s. Reporting and documentation can be done remotely, as per the schedule agreed upon with the supervisor.
    Payments are made upon satisfactory delivery of acceptable report based on agreed work plan.
    Required field travels outside the assigned governorate related to this assignment will be compensated as per UNICEF policies and Procedures.
    Programme meetings outside the assigned governorates (e.g. in Cairo) might be called for when required.
    This is a full-time field-based assignment; the FC is expected to operate in his/her assigned governorate/s for full working hours.

To qualify as an advocate for every child you will have… 

UNICEF Egypt is looking for a consultant with strong expertise and a good track record in implementing primary health care initiatives, who has a good relation and networking with local partners including MoHP addition who is respectful to cultural diversities, community values, and who is sensitive to gender issues, with zero tolerance for violence, child abuse, and neglect and other harmful practices. The following expertise is required:

-Bachelor’s degree in one of the following fields is required: General medicine, public health/nutrition, pediatric health, family health, health research, global/international health, health policy and/or management, environmental health sciences, socio-medical sciences, health education, epidemiology, environment or other relevant technical field (gynecology and obstetrics, pediatrics...). MBA in health/enviroment related field or related field will be an asset.

-At least 5 years of considerable experience in working with the primary health care systems including field experience in management of nutrition and/or health programs, including quality control /quality assurance of health programs, data management, monitoring and evaluation, and documentation. Experience working with public health, nutrition, ECD, and WASH programs is an asset. Familiarity with government systems and services is extremely important

-Excellent command of project management (technical, administrative and financial monitoring); ability to work under stress, resolve conflicts, build networks and trusting relationships with government, NGOs and other stakeholders and continually demonstrate openness. Experience in conducting research, and data analysis, and surveillance systems is an asset. Experience working with international organizations or donor supported programs is highly desirable.

Fluency in both written and spoken Arabic and English is a must. Good presentation, communication, and writing skills. Excellent command of working with Microsoft applications and other computer programs analytical skills are an asset
