As UNICEF Tanzania deepens its engagement on Public Financial Management (PFM) and budget transparency with the Ministry of Finance (MoF), strengthened accountability and enhanced citizen participation in the budget process have emerged as key strategic priorities. UNICEF remains fully committed to supporting the Government of Tanzania in advancing transparent and inclusive fiscal governance.

In close collaboration with development partners, UNICEF is developing a comprehensive project document to advance fiscal openness and participatory budgeting processes. This process requires intensive dialogue and technical preparation with multiple stakeholders - including the MoF, Parliament, civil society organizations (CSOs), and development partners - to ensure effective implementation beginning in early 2026.

To establish a solid foundation for successful project implementation, UNICEF seeks to engage an international consultant to provide specialized short-term technical support during the preparatory phase.

How can you make a difference? 

The consultant will support UNICEF Tanzania in designing the project’s implementation arrangements, facilitating stakeholder engagement, and preparing technical documentation required for the launch of the budget transparency project.

Under the supervision of the Chief of Social Policy, the consultant will:

  • Provide technical support in facilitating two workshops for the MoF and CSOs to develop an implementation plan for the project focusing on budget transparency and public participation components.
  • Facilitate technical-level consultations with the MoF and CSOs to assess the technical needs of key stakeholders, i.e. skills gap analysis.
  • Guide internal and external discussions on applying behavioral science to address institutional culture and behavior in promoting transparency.
  • Develop project documents, inclusive of implementation frameworks and budgets, as well as TORs and other relevant documents for the recruitment of technical experts to support project implementation (AI, Fiscal Risks).
  • Provide technical support in the preparation of all necessary documents that may be required by donors during the preparation phase.

To qualify as an advocate for every child you will have… 

  • Advanced degree in Public Finance, Economics, Public Policy, Political Science, or related field.
  • Minimum 10 years of international experience in public financial management, budget transparency, or governance, desired experience working in East Africa region.
  • Strong experience in facilitating workshops, multi-stakeholder consultations, and policy dialogue.
  • Proven expertise in civil society engagement, parliamentary advocacy, and behavioral science approaches.
  • Excellent analytical, report-writing, and communication skills.
  • Prior experience working with UNICEF or other UN agencies is an asset.
