Scope of Work:
UNICEF’s Health Section, Programme Division, is seeking Expressions of Interest (EOI) from qualified individual consultants to provide services in the planning, coordination, strategy design, documentation, and deployment of digital health and geospatial health interventions in low- and middle-income countries. Areas of focus include readiness assessments, business analysis, health information system strengthening, and the costing of digital and geospatial health investments, with an emphasis on long-term health system strengthening.
The objective of this EOI is to establish a pool of expertise in these key areas to enhance country-level capacity and support governments in advancing digital health and geospatial health solutions within the health sector. Individual consultants who meet the requirements of this EOI will be included in a roster and may be invited to submit proposals for assignments aligned with specific Terms of Reference related to digital health planning, design, and implementation. Engaging key Government Ministries, Departments, and Agencies as well as Development Partners, to map ongoing initiatives and institutional arrangements, and identify gaps and needs including those that UNICEF can support.
UNICEF is seeking qualified individuals to support its digital health initiatives on a short- or long-term basis. Consultants may work remotely, in-house, or from UNICEF offices, depending on assignment requirements and location. These assignments will contribute to the achievement of results outlined in UNICEF’s Strategic Plan and may take place at the global, regional, multi-country, national, or subnational level. Assignments may be commissioned directly by UNICEF or conducted in collaboration with partners. Depending on country-specific needs, consultants may also be seconded to Ministries of Health or embedded within UNICEF teams.
This roster will be accessible by UNICEF Headquarters, Regional Offices, and Country Offices. The duration, scope, deliverables, and reporting requirements for each assignment will be detailed in specific Terms of Reference (ToRs).
The Expression of Interest (EOI) aims to build a pool of technical expertise to support digital health interventions across the following specialties:
- Strategic Advisory Services (Digital Health): Support the assessment, design, and development of national digital / eHealth strategies, roadmaps and blueprints. Facilitate stakeholder engagement, consensus-building on governance structures, and establishment of robust in-country digital health partnerships.
- Min experience – At least 5 years’ experience supporting the development and design of digital health programmes in LMICs; supported the drafting and development of digital health strategies or roadmaps in at least 3 countries, including costing, implementation plans, project charters. DHPNS certification is an asset. Experience with the WHO / ITU eHealth Strategy Toolkit, Gavi Digital Health Country Costed Implementation and World Bank Digital Health Blueprint Toolkits is preferred.
- Strategic Advisory Services (Geospatial Health): Support the assessment, design, and development of national geospatial health strategies, roadmaps and blueprints. Facilitate stakeholder engagement, consensus-building on governance structures, and establishment of robust in-country digital health partnerships.
- At least 5 years’ experience supporting the development and design of geospatial health programmes in LMICs; supported the drafting and development of strategies or roadmaps for integration of Geographic Information Systems in health programmes or health information systems in at least 3 countries, or related experience leading or contributing to National Spatial Data Infrastructure building. Experience with the UN-GGIM Integrated Geospatial Information Framework and the AeHIN HIS Geo-Enabling Framework and Toolkit is preferred.
- Health System Analysis and Digital Solution Design (Digital Health): Conduct analytical assessments of health systems and individual digital health platforms including contextual considerations, gather technical and functional requirements including applying Human Centred Design (HCD) approaches, assess existing solutions and identifying new suitable digital health solutions.
- Minimum experience – At least 5 years’ experience supporting the development and design of digital health programmes in LMICs; supported health system and platform requirements / assessments in at least 3 countries, including facilitating national or subnational Government stakeholders to define and assess institutional and ecosystem readiness and developing technical requirements digital health platforms. Experience using the Global Digital Health Monitor, as well as DHPNS certification, is an asset. Experience using the WHO / ITU eHealth Strategy Toolkit, Digital Investment Implementation Guideline (DIIG) and the WHO Classification of Digital Interventions, Services and Applications in Health is preferred.
- Health System Analysis and Digital Solution Design (Geospatial Health): Conduct analytical assessments of health systems and individual geospatial health platforms — including contextual considerations, gather technical and functional requirements including applying Human Centred Design (HCD) approaches, assess existing solutions and identifying new suitable geospatial health solutions.
- Minimum experience – At least 5 years’ experience supporting the development and design of geospatial health programmes in LMICs; supported health system and platform requirements / assessments in at least 3 countries, including facilitating national or subnational Government stakeholders to define and assess institutional and ecosystem readiness and developing technical requirements for geospatial health platforms.
- Health Information Systems Architecture and Standards Alignment (Digital Health): Provide guidance on platform rationalization, interoperability and prioritization, ensuring alignment with global best practices such as OpenHIE architecture and relevant health data standards (e.g., EMRs, registries, data exchange protocols, georeferenced master lists and registries), and in accordance with national eHealth strategies and regulations.
- Minimum experience – At least 3 years of experience and demonstrated knowledge in facilitating national stakeholders to understand and implement interoperability frameworks, and in deploying basic to advanced health information exchange (HIE) functions and architecture components to address health data exchange challenges. OpenHIE and HL7 / FHIR certifications are required. DHPNS, IHE and TOGAF certifications are an asset.
- Health Information Systems Architecture and Standards Alignment (Geospatial Health): Provide guidance on platform rationalization, interoperability and prioritization, ensuring alignment with global best practices such as OpenHIE architecture and relevant geospatial health data standards, and in accordance with national eHealth strategies and regulations.
- At least 3 years of experience and demonstrated knowledge in facilitating national stakeholders in deploying Geographic Information Systems for the health sector including ensuring adoption of geospatial standards, georeferenced master lists managed in registries. Experience with linking such efforts with National Spatial Data Infrastructure is preferred. GIS certification such as ESRI (or equivalent education background) are required.
- Deployment Support (Community Health Solutions): Provide technical support to planning, designing, implementing and managing support for the deployment of digital tools and platforms for community health platforms (eCHIS).
- Demonstrated experience planning and deploying eCHIS solutions in at least three countries. Experience with multiple Global Goods / Digital Public Goods is preferred. Understanding of relevant WHO SMART Guidelines is an asset.
- Deployment Support (HMIS / DHIS): Provide technical support to planning, designing, implementing and managing support for the deployment of digital tools and platforms for Health Management Information Systems, including DHIS2.
- Demonstrated experience planning and deploying HMIS solutions, including DHIS2, in at least three countries. Certifications from DHIS2 Academy are preferred. Experience with data governance and interoperability (including OpenHIE) is an asset.
- Deployment Support (Geospatial Solutions): Provide technical support to planning, designing, implementing and managing support for the deployment of geospatial tools, platforms and analytics for health programme planning, delivery and/or monitoring.
- Demonstrated experience supporting deployment in at least 3 countries of geospatial data and technologies for health programmes, including supporting the use of GPS-enabled field data collection, geospatial data management, analytics and/or modelling using Geographic Information System (GIS) in multiple relevant program area of expertise: health infrastructure and resources mapping, service delivery planning and optimization, service accessibility analysis, population distribution and vulnerability mapping, and health equity mapping. Experience and certification with common GIS software required (ArcGIS, QGIS). Preferred experience with multiple Global Goods / Digital Public Goods, either GIS-based (AccessMod, The Global Healthsites Mapping Project, Reveal, ODK), or GIS-enabled (GeoPrism, DHIS2, CommCare, IASO, Tupaia).
- Deployment Support (Health Workforce Registries): Provide technical support to planning, designing, implementing and managing support for the deployment of digital tools and platforms for Health Workforce Registries (HRIS) and Masterlists.
- Demonstrated experience planning and deploying HRIS solutions in at least three countries. Experience with multiple Global Goods / Digital Public Goods, as well as the UNICEF ‘Implementation Support Guide: Development of a National Georeferenced Community Health Worker Master List hosted in a registry’ guidelines is preferred. Understanding of relevant WHO SMART Guidelines is an asset.
- Deployment Support (Health Facility Registries): Provide technical support to planning, designing, implementing and managing support for the deployment of digital tools and platforms for Health Facility Registries and Masterlists (HFR/ML).
- Demonstrated experience planning and deploying HFR/ML solutions in at least three countries. Experience with multiple Global Goods / Digital Public Goods, the WHO Geolocated Health Facility Data (GHFD) programme, and the ‘GHFD Toolkit to Support the Identification and Deployment of Health Facility Service in Countries’ is preferred. Understanding of relevant WHO SMART Guidelines is an asset.
- Deployment Support (Health Data Exchanges): Provide technical support to planning, designing, implementing and managing support for the deployment of digital tools and platforms for data exchanges, including OpenHIM and Terminology Services including OpenCL.
- Demonstrated experience planning and deploying Health Information Mediators, Exchanges and Terminology solutions in at least three countries. OpenHIE certification is required. Experience with multiple Global Goods / Digital Public Goods is preferred. Understanding of relevant WHO SMART Guidelines is an asset.
- Deployment Support (Registries and Electronic Health Records): Provide technical support to planning, designing, implementing and managing support for the deployment of digital tools and platforms for Home Based Records, Community Registries, Electronic Immunization Registries, Electronic Health Records, Shared Health Records and Personal Health Records.
- Demonstrated experience planning and deploying patient registry and health record solutions in at least three countries. OpenHIE and HL7 / FHIR certification is required. Experience with multiple Global Goods / Digital Public Goods is preferred. Understanding of relevant WHO SMART Guidelines is an asset.
- Deployment Support (Telehealth): Provide technical support to planning, designing, implementing and managing support for the deployment of digital tools and platforms for Telehealth and Telemedicine.
- Demonstrated experience planning and deploying telehealth solutions in at least three countries. Experience with multiple Global Goods / Digital Public Goods is preferred. Understanding of relevant WHO SMART Guidelines is an asset.
- Deployment Support (Logistics Management Information Systems): Provide technical support to planning, designing, implementing and managing support for the deployment of digital tools and platforms for eLMIS and Supply Chain Management (SCM) solutions.
- Demonstrated experience planning and deploying eLMIS and SCM solutions in at least three countries. Experience with the Interagency Supply Chain Working Group Target Software Standards, as well as with multiple Global Goods / Digital Public Goods, is preferred.
- Deployment Support (Birth Registration / Civil Registration and Vital Statistics): Provide technical support to planning, designing, implementing and managing support for the deployment of digital tools and platforms for birth registration and eCRVS.
- Demonstrated experience planning and deploying birth registration / eCRVS solutions in at least three countries. Experience with the CRVS Digitalization Guidebook, Digital Public Infrastructure / Digital Government, as well multiple Global Goods / Digital Public Goods and OpenHIE, is preferred.
- Deployment Support (Social Behavior Change): Provide technical support to planning, designing, implementing and managing support for the deployment of digital tools and platforms focusing on demand generation, including Mother Reminders.
- Demonstrated experience planning and deploying digital patient facing social behavior change interventions addressing demand in at least three countries. Experience with multiple Global Goods / Digital Public Goods is preferred. Experience integrating solutions into third party digital platforms, and understanding of relevant WHO SMART Guidelines is an asset.
- Deployment Support (Health Financing and Social Protection Information Systems): Provide technical support to planning, designing, implementing and managing support for the deployment of digital tools and platforms including OpenIMIS.
- Demonstrated experience planning and deploying Health Financing and Social Protection Information Systems solutions in at least three countries. Experience with Digital Public Infrastructure / Digital Government, as well multiple Global Goods / Digital Public Goods and OpenHIE, is preferred.
- Deployment Support (Real-Time Monitoring, RTM, and Campaign Digitalization, CD): Provide technical support to planning, designing, implementing and managing support for the deployment of digital tools, platforms for Real-time Monitoring and Campaign Digitalization, including RapidPro and ODK.
- Demonstrated experience planning and deploying RTM and CD approaches in at least three countries. Experience with DHIS2, RapidPro, ODK and other Global Goods / Digital Public Goods, including software and database configuration as well as integration with third party platforms, is preferred.
- Deployment Support (Dashboards and Analytics): Provide technical support to planning, designing, implementing and managing support for the deployment of digital tools, platforms for health analytics, including PowerBI and SuperSet.
- Demonstrated experience planning and deploying dashboards and analytics solutions in at least three countries. Experience with PowerBI, SuperSet, and other Global Goods / Digital Public Goods, including software and database configuration as well as integration with third party platforms, is preferred.
- Digital Learning and Training Support - Provide technical support to planning, designing, and managing digital learning courses and relevant content, including the Digital Health: Planning National Systems (DHPNS) course.
- Demonstrated experience planning and deploying digital health and / or geospatial training in at least three countries. DHPNS certification (including Master Trainer), as well as experience with developing new course content, is preferred. Country experience implementing digital health and / or geospatial solutions is an asset.
- Digital Health and Geospatial Knowledge Management and Toolkit Development – Provide support to developing guidelines, toolkits, checklists, and other guidance documents.
- Demonstrated experience in developing digital health and / or geospatial guidelines, toolkits and checklists, as well facilitating stakeholder engagement to document and disseminate digital health interventions and capacity building. Significant contributions to existing global resources, such as WHO’s PHC Digital Transformation Handbook for PHC and WHO’s Digital Implementation Investment Guide, is preferred. Country experiences implementing digital health and / or geospatial solutions is an asset.
As this call for applications is related to developing a roster of individuals, there is no particular assignment that is being advertised currently. EOIs will be screened against the credentials specified below for potential inclusion in the roster for a period of three years. Individuals who are placed on the roster may be contacted to submit proposals based on Terms of Reference for specific assignments. The period, type, deliverables and accountabilities of each assignment will be determined by the Terms of Reference.
Applicants should clearly indicate which of the digital health or geospatial specialties listed above they want to be considered for and provide evidence of relevant expertise for each category. Applicants are not expected to have expertise that covers all specialties. Failure to indicate the specialties for consideration as defined above may result in disqualification.

Minimum requirements:
Education: University degree (Bachelors level) in one or more of the following fields: health informatics, computer science, information communication technologies, software engineering, public health, medicine, development studies, economics, or a related discipline.
Work Experience: Minimum of three (3) years of relevant professional experience at the international and/or national level in digital health and / or geo-spatial systems.
- Demonstrated experience in providing technical assistance and thought leadership in the design and implementation of digital solutions aimed at strengthening health systems, including the application of recommended architectures and international standards.
- Proven track record in project management and the ability to synthesize complex technical concepts into clear, actionable guidance for diverse stakeholders.
- Experience working with governments, particularly Ministries of Health, in designing and supporting digital health initiatives.
- Sound knowledge and practical experience in the implementation of health programmes
- Demonstrated expertise with global digital public goods for health and geospatial solutions.
Language Requirements: Excellent written and verbal communication skills in English.
Proficiency in Arabic, Spanish, or French is highly desirable, particularly for assignments in UNICEF regions where these languages are commonly used and considered an asset.
Knowledge of additional UN languages is considered an asset.
