How can you make a difference? 

The consultant will work closely with the MoH, UNICEF, WHO, WFP, and relevant partners to support the development
and institutionalization of IYCF-E Guidelines, and to strengthen national capacity for wasting prevention and
management in emergency settings.
It is important to note that an IYCF-E Training of Trainers (ToT) module has already been developed and contextualized
for Libya. This module will serve as the technical foundation for the development of the national IYCF-E guidelines and
for the rollout of the National ToT trainings.
1. IYCF-E Guideline Development and Technical Alignment
Review the existing contextualized IYCF-E ToT module and assess its alignment with global IYCF-E and NiE
standards.
Consolidate and strengthen the module content to form the foundation of a comprehensive National Infant and Young Child Feeding in Emergencies (IYCF-E) Guideline to be aligned with the Libyan humanitarian and health system context and adapting it into an operational and policy-level reference document for Libya.
Integrate key components including:
o Breastfeeding protection and support
o Complementary feeding in emergencies
o Safe management of breastmilk substitutes
o Coordination and accountability mechanisms
o Preparedness and response in emergency contexts
2. Development of ToT Facilitator Modules (IYCF-E, Wasting, NiE) 
Develop comprehensive Training of Trainers (ToT) Facilitator Modules for:
o IYCF-E (updated and refined)
o Wasting Management in Emergencies
o Nutrition in Emergencies (NiE)
Modules should include:
o Facilitator guides with session objectives and key messages
o Participant manuals
o PowerPoint presentations
o Practical exercises and case studies
o Job aids, supervision checklists, and monitoring tools
o Pre- and post-training assessment tools
Align all modules with the finalized national guidelines and global standards.
3. Rollout and Capacity Building
Facilitate a national IYCF-E ToTs using the updated module (5 days).
Facilitate a national Wasting Management ToT (5 days).
Facilitate a national Nutrition in Emergencies (NiE) ToT (5 days).
Ensure high-quality technical delivery, practical orientation, and participant engagement.
Provide recommendations for cascade rollout and institutionalization at a subnational level.
4. Finalization and Reporting
Finalize and submit the National IYCF-E Guideline and the Wasting Management in Emergencies guidance to
the MoH and partners for endorsement.
Submit finalized ToT facilitator packages for IYCF-E, Wasting, and NiE.
Prepare and submit a comprehensive technical report summarizing the guideline development process, ToT
facilitation outcomes, key recommendations, and next steps for institutionalization and sustainability.

To qualify as an advocate for every child you will have… 

Minimum requirements:

Education: 

  • Master’s degree or equivalent in Public Health, Nutrition,or other related degree.

Work Experience: 

  • A minimum of 8 years of relevant professional experience including at international level, with field experience and expertise of working on health & Nutrition  programming
  • Prior work experience with a multi-lateral or international health and development agency, and experience supporting Adolescent Health or Education programs in any of UNICEF’s key geographic regions, including Eastern and Southern Africa.
  • A set of strong qualitative and quantitative analytical skills and a good understanding of translating theoretical concepts into programmatic implementation will be an added advantage.
  • Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships, including with national-level stakeholders.

Language Requirements:

  • Proficiency in Arabic and English is required. 

Desirables:

  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
