For every child, the right to polio vaccines! 

Following the 2025 Technical Advisory Group (TAG) meeting and the subsequent reorientation of the Pakistan Polio Eradication Program, the National Emergency Operations Center (NEOC) has initiated a paradigm shift towards evidence-based, targeted communication. The Social and Behavior Change Communication (SBCC) strategy is now more tightly aligned with Operations, Surveillance, and EPI, enabling synchronized strategies and intensified, data-driven interventions—particularly in high-risk areas.

With the growing strategic use of communication and programmatic data, the program requires a senior-level technical expert who can go beyond routine data monitoring to lead high-level analytics, strategic reporting, and donor communications. Given the nature of the challenge (WPV1 interruption) and the complexity of the data, the program requires a specialist with a unique hybrid profile: a medical background to interpret disease burden and surveillance integrity, combined with advanced epidemiology and data science skills to visualize these insights. The specialist must possess deep institutional memory of the Pakistan Polio Program, having navigated the ecosystem from the Union Council (UC) level up to the National Emergency Operations Center (NEOC). This role is critical for translating epidemiological data into actionable SBCC strategies and high-level donor reporting.

Tasks/Milestone:

1. Conduct Strategic Analytics and Integrated Planning

2. Develop High-Impact Infographics and Executive Presentations

3. Produce Donor-Facing Reports and Strategic Proposals

4. Support in Operationalization of the SBCC Accountability Framework

5. Conduct Capacity Building and Technical Support for Data Teams

6. Coordinate Cross-Functional Collaboration and Data Harmonization

7. Provide Rapid Analytics for Emergency Response

Deliverables/Outputs:

  • Lead the strategic analytics through triangulation of data across communication, operations, EPI, surveillance, and monitoring to identify emerging trends and strategic priorities.
  • In close collaboration with the M&E team, support the development of predictive analytics for risk-informed planning and challenge mitigation.

Provide strategic input into campaign design, messaging strategies, and SBCC resource prioritization.

  • Develop high-quality, data-driven infographics and strategic presentations for NEOC, donors, and technical stakeholders.
  • Ensure products reflect a deep understanding of SBCC strategy, external stakeholder recommendations, and evolving campaign dynamics.
  • Collaborate with provincial teams to gather regular updates, integrate local insights, and maintain relevance of communication materials.

Develop the official presentation decks for TAG and IMB meetings, ensuring medical accuracy in all charts and graphs.

  • Draft high-quality outcome reports, donor proposals, situation updates, and strategic policy briefs.
  • Translate quantitative data and field feedback into narrative products tailored to donor and global stakeholder expectations.

Lead storytelling and visual narrative development for advocacy and external engagement.

  • Support the design and operationalization of SBCC’s Accountability Framework.
  • Assist program management in using data to guide accountability decisions for COMNet personnel.

Ensure regular performance updates and dashboards are available for use in decision-making forums.

  • Conduct advanced training workshops (Advanced Data Analytics and Visualization) for provincial data staff.

Develop a "Data Visualization Standard Operating Procedure (SOP)" for the program.

  • Coordinate closely with M&E, Surveillance, EPI, and Operations teams to align data systems and analysis priorities.

Support PEI-EPI integration through shared indicators, joint data reviews, and unified reporting outputs.

  • Act as the data and reporting focal point during outbreak responses, or urgent campaign shifts.

Provide rapid, high-quality field assessments and analytics to inform NEOC decision-making and donor communications under emergency conditions.

To qualify as an advocate for every child you will have… 

Minimum requirements:

Education

  • Advance University degree (Master's or above) in Epidemiology, Biostatistics, or Public Health is a distinct asset to ensure rigor in research methodology and data interpretation.  A first University Degree (Bachelor's) in a relevant field, combined with 2 additional years of professional experience, may be accepted in lieu of an Advanced University Degree.  Additional certifications in Data Science, Visualization (Tableau/Power BI), or Health Informatics.

Work Experience:

  • Minimum 05 years of progressively responsible experience in the health sector, specifically within the Pakistan Polio Program
  • Multi-Tier Experience: The candidate must have documented experience working at multiple tiers of the polio program, specifically:
    • Field implementation level (Union Council / Tehsil).
    • District Emergency Operations Center (DEOC) level.
    • Provincial or National Emergency Operations Center (PEOC/NEOC) level.
  • Multi-Pillar Experience: Demonstrated experience working across or collaborating deeply with multiple pillars: Operations, Surveillance, EPI, and Communications.

Programmatic Knowledge:

  • Deep understanding of the NEOC/PEOC architecture and the specific challenges of high-risk districts in Pakistan.
  • Nuanced understanding of Operational indicators (Workload, Microplanning, Target setting, Coverage data) and EPI metrics.
  • Nuanced understanding of Surveillance indicators (AFP, Environmental sampling) and EPI metrics.

Skills

Technical & Analytical Skills:

  • Hybrid Proficiency: The unique ability to analyze medical/epidemiological data (using tools like SPSS, Python, or R) and visualize it for executive audiences (using tools like Tableau, Adobe Illustrator, or Advanced Excel).
  • Research Methodology: Strong grasp of quantitative and qualitative research methods suitable for detailed epidemiological studies.
  • Technical Experience: Proven track record of generating high-level donor reports, strategy documents, and executive presentations (samples may be requested).

Language Requirements:

  • Fluency in English and Urdu (verbal and written) is required.

Desirables:

  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts. 
  • Knowledge of Pashto or other local languages is a highly distinct asset for field-level contextualization.

  • Duration of the assignment is for 12 months.
