For every child, the right to Results

UNICEF has been present in Venezuela since 1967, but it was not until 1991 that the first Country Programme was signed. This framework document guides its cooperation with national actors to improve the situation of children and adolescents and to promote the fulfillment of their rights.

The complex economic and social situation that Venezuela has experienced in recent years has generated significant challenges for children and adolescents—especially the most vulnerable—to fully exercise their rights to education, health, nutrition, participation, and comprehensive protection.

Additionally, in June 2026, Venezuela faced a severe humanitarian emergency following two major earthquakes of magnitudes 7.2 and 7.5, which primarily affected the central-northern region of the country, including Caracas, La Guaira, and other nearby states. This event caused significant damage to infrastructure, homes, schools, and health centers, while also increasing the need for protection, healthcare, psychosocial support, and access to safe water and basic services for thousands of affected families.

In this context, UNICEF has intensified its presence and support for children and adolescents in Venezuela to respond to the growing level of needs regarding health, nutrition, education, protection, and access to water, hygiene, and sanitation, further strengthening its humanitarian response actions in favor of the most vulnerable children, adolescents, and communities.

How can you make a difference?

Under the guidance of the Deputy Representative Programmes, provide professional technical assistance and support for programme planning and implementation, data analysis, including grant and budget management, in close coordination with Operations to ensure timely and quality implementation.

To qualify as an advocate for every child you will have…

Minimum requirements:

• Education: A completed First level university degree (Bachelor or equivalent) in Social Sciences, International Relations, Government, Public Administration, Public Policy, Social Policy, Social Development, Community Development, or another relevant technical field is required.
• Work Experience: A minimum of 2 years of relevant work experience is required including Programme management, Grant management, Budget management, Monitoring and evaluation, Data analysis, Knowledge management, Partnership management, Donor reporting, Child rights programming, Emergency response coordination.
• Skills: Strong knowledge of data analysis and donor/budget reporting is required.
  Hands-on experience in Rights-Based and Results-Based Programme Management approach is required.
  Excellent networking and coordination skills are essential.
  Language Requirements: Fluency in English and Spanish are required.

Desirables:

• Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian) is desirable.
• Experience in emergency response and humanitarian programme management are highly desirable.
• Knowledge of gender equality awareness and child rights are a strong asset.
• Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
