This Specific Job Profile is for a Senior People and Culture Associate (Talent Partnerships), at the G-7 level which will be based in the Integrated Talend Development Pillar, Division of People and Culture (DPC), and reporting to the People and Culture Officer (Talent Partnerships), who is at the P-2 level.
Under the close supervision and guidance of the People and Culture Officer (Talent Partnerships) the Senior People and Culture Associate (Talent Partnerships) provides administrative, procedural and operational support and assistance to the efficient coordination and implementation of UNICEF’s Talent Partnerships portfolio. The incumbent coordinates complex operational processes, facilitates financial and partnership activities, supports programme implementation, maintains programme documentation and knowledge management systems, and contributes to continuous operational improvement to ensure efficient, compliant and timely delivery of Talent Partnerships programmes.
Summary of key functions/accountabilities:
- Coordinate the operational implementation of Talent Partnerships programmes and partnership modalities.
- Coordinate financial management, budget monitoring and programme reporting.
- Provide project management and operational support for Talent Partnerships initiatives.
- Coordinate knowledge management, documentation, records management and continuous process improvement.
- Operational Coordination and Implementation of Talent Partnerships Programmes:
- Coordinate the operational implementation of UNICEF's Talent Partnerships portfolio, including Junior Professional Officer (JPO) programmes, secondments, Experts on Mission, internship and fellowship programmes, UN Volunteer initiatives and other partnership modalities, working closely with sponsoring governments representatives, UN partners, headquarters divisions, regional offices, country offices and other strategic stakeholders.
- Facilitate coordination across DFAM, GSSC, headquarters divisions, regional offices, country offices, governments, academic institutions and other external partners to ensure timely implementation of programme activities and partnership deliverables.
- Monitor programme implementation, identify operational risks and recommend practical solutions.
- Support the preparation of briefing materials, presentations, reports and programme documentation.
- Provide operational guidance to headquarters divisions, regional offices, country offices and external partners.
- Financial Coordination, Budget Monitoring and Reporting:
- Coordinate financial processes and reporting with DFAM, GSSC, sponsoring governments, programme focal points and other internal and external stakeholders to support timely financial management and donor reporting.
- Coordinate donor budget planning and utilization of partnership funds.
- Prepare cost estimates for partnership activities, including JPO, secondment, fellowship, internship and UN Volunteer arrangements.
- Monitor donor balances, expenditures and funding utilization.
- Prepare, coordinate and review certified financial statements, donor financial reports and related financial documentation.
- Maintain financial dashboards and monitoring tools.
- Project Coordination and Operational Support:
- Coordinate implementation plans, monitor milestones and follow up on deliverables across multiple partnership initiatives.
- Coordinate cross-functional projects and operational initiatives supporting the Talent Partnerships portfolio.
- Support implementation of strategic initiatives such as the JPO Bulletin, Orientation Week, partnership launches and new programme modalities.
- Monitor milestones, deliverables and implementation timelines across multiple partnership initiatives.
- Identify opportunities to strengthen operational efficiency and improve business processes.
- Coordinate annual Talent Partnerships planning exercises, donor reporting cycles and portfolio reviews.
- Knowledge Management, Documentation, Records Management and Continuous Improvement
- Maintain documentation, official records and electronic repositories to ensure audit readiness and institutional knowledge retention.
- Coordinate the preparation, review, processing and archiving of partnership documentation and agreements, including MOAs, contribution arrangements, amendments, Terms of Reference and related programme documentation.
- Develop and maintain SOPs, templates, dashboards, trackers and guidance materials.
- Analyse operational data and prepare portfolio statistics and management reports.
- Identify opportunities to improve knowledge sharing and strengthen operational processes.
- Maintain partnership dashboards, portfolio trackers and operational reporting tools.

Minimum requirements:
- Education: Completion of secondary education is required.
- Work Experience: A minimum of seven (7) years of progressively responsible administrative operational coordination or programme support experience is required. A first level university degree (i.e. Bachelor’s degree or equivalent) from a recognized academic institution in a field relevant to the position (Human Resources/People and Culture Management, Social Sciences or related) may replace three years of relevant work experience and an advanced university degree (i.e. Master’s degree or equivalent) degree may replace an additional two years.
Demonstrated ability to extract and analyze data and produce accurate, timely, and user-friendly dashboards, trackers, and management reports to support operational decision-making is required.
Experience preparing financial reports, certified financial statements or management reports is also required. - Skills: Proficiency in ERP systems (SAP or equivalent), Microsoft Excel, data reporting tools, and Human Resources systems.
- Language Requirements: Proficiency in English is required.
Desirables:
- Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language
- Experience coordinating complex administrative processes involving multiple internal and external stakeholders is highly desirable.
- Experience coordinating financial administration, budget monitoring, cost estimates, grant management or project implementation is highly desirable.
- Strong organizational and time management skills, with the ability to prioritize competing tasks, delivering high-quality results while meeting deadlines.
- Experience supporting donor-funded programmes, partnership agreements or inter-agency initiatives is desirable.
- Experience supporting Human Resources, Talent Management or People and Culture programmes is desirable.
- Experience in an international organization or within the United Nations Common System is desirable.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
