How can you make a difference?

The consultant will provide technical leadership and quality assurance support for the assessment of children with disabilities and their households. The assignment will focus on strengthening disability measurement, estimating disability-related costs, supporting disability-inclusive data collection, and generating evidence to inform the design of a Disability Support Programme for Children with Disabilities in Bhutan.

The consultant will work closely with the national consultant, government counterparts, UNICEF, and other stakeholders throughout all phases of the assignment.

To qualify as an advocate for every child you will have...

Minimum requirements:

  • Education: Master’s degree in Statistics, Public Health, Social Sciences, Disability Studies, Epidemiology, Development Studies, or related fields.
  • Work Experience: Minimum 10 years of experience in survey design, disability research, and statistical analysis.
  • Skills:

• Demonstrated expertise in disability measurement, including UNICEF Child Functioning Module and Washington Group methodologies.

• Experience conducting disability prevalence studies.

• Experience estimating disability-related costs.

• Experience in social protection programme design.

• Experience working with UNICEF, UN agencies, governments, or international organizations.

• Demonstrated experience of transferring analytical capacity to government counterparts

• Strong analytical and report-writing skills.

  • Language Requirements: Excellent command of written and spoken English, with strong report-writing and communication skills.
  • Desirables: Experience working in South Asia or similar contexts is an asset.

  • A detailed technical proposal: Applicants shall submit a technical proposal (maximum 10 pages excluding CVs and annexes) containing:

1. Understanding of the assignment and objectives.

2. Proposed methodology and technical approach, including disability measurement, severity classification, data validation, statistical analysis, and reporting methodology.

3. Workplan and timeline for all deliverables.

4. Description of relevant experience in disability assessments, disability measurement, disability-related cost analysis, and social protection programme design.

5.At least two examples of similar assignments completed.
