Les dépenses sociales sont significatives — environ 19 % du budget de l’État est consacré aux transferts sociaux — et une réforme ambitieuse du budget axée sur les programmes et la performance (loi organique relative aux lois de finances, 2018 ; entrée en vigueur en2023) est en cours, parallèlement aux réformes de la protection sociale.
