The Risk Management in Programming and Safeguarding (RMPS) unit—part of the Programme Effectiveness Team (PET) within the Division of Data, Analytics, Planning and Monitoring (DAPM)—was established in 2024 to promote an integrated approach to risk management and safeguarding. RMPS is organized around four pillars:
1. Environmental and Social Standards (ESS) in Programming and Safeguarding
2. Complaints and Feedback Management
3. Programme Implementation Risk Management/HACT
4. Data Protection
Aligned with DAPM/PET’s mandate and in collaboration with PG, RMPS supports decision-making and organizational learning, enhancing the effectiveness and results of UNICEF and its partners to uphold children's rights. RMPS also works with the Chief Risk Officer to strengthen UNICEF’s enterprise risk management by fostering coordination across risk areas and integrating risk into programmatic, operational, and strategic planning.
Following the release of key regulatory documents – the Policy and Procedure on ESS in Programming (June 2025), the Policy on Safeguarding (March 2024, revised June 2025), and the forthcoming Procedure on Complaints and Feedback Management – RMPS has initiated the rollout of the Social and Environmental Safeguarding Framework.
The consultancy aims to support RMPS in implementing the Social and Environmental Safeguarding (SES) rollout and, in parallel, assist Regional and Country Offices in meeting institutional donor requirements—primarily from IFIs, KfW, and GCF—related to SES. The consultant will also help align RMPS’s work with other risk areas, including AAP and data protection, and support ESS/Safeguarding compliance across programmes and operations.
The consultancy will be supervised by RMPS in close coordination with relevant units within DAPM and other stakeholders.

Working under the supervision of the Head of the Safe to Learn Secretariat, the consultant will provide coordination, technical, and analytical support to ensure effective implementation, monitoring, and reporting of STL activities. The consultant will also help generate and package learning from STL country experiences and facilitate engagement with partners across the STL Coalition to advance the global agenda on ending violence in and around schools.
Safe to Learn (STL) is a global initiative hosted by UNICEF that brings together governments, civil society, and international partners to end violence in and around schools so that every child is safe to learn. The initiative supports countries to strengthen policies, systems, and practices that prevent and respond to all forms of violence—physical, sexual, psychological, and online—while promoting positive, inclusive, and gender-responsive learning environments.
The Safe to Learn Secretariat, housed in UNICEF’s Education Section, provides technical guidance, coordination, and knowledge management for partners, governments, and field practitioners. STL is intensifying efforts to generate and use evidence through STL benchmarking assessments, diagnostic tools, and country-led learning to inform national policy and programming. To ensure high-quality implementation, learning, and reporting, the Secretariat requires additional capacity to strengthen its monitoring and learning functions, and provide field facing technical support to country partners.
The purpose of this consultancy is to provide technical support at the global and country level to the Safe to Learn Initiative. The consultant will work closely with the STL Secretariat, UNICEF Country Offices, and members of the STL Country Engagement Task Force, under the supervision of the Head of the Safe to Learn Secretariat.

The Social Behavior Change, Adolescent and Youth portfolio continues to expand in both scale and complexity, its monitoring, evaluation, and learning (MEL) requirements have evolved far beyond traditional output-level tracking, which demands a sophisticated, performance-oriented M&E approach. Measuring results in such a dynamic environment requires capturing not only direct service delivery, but also livelihood outcomes, behavioral shifts, social norm change, systemic capacity gains, and cross-sectoral linkages. These complex outcomes necessitate tailored tools, integrated indicator frameworks, and advanced data analytics to generate credible evidence and actionable insights.
the Education team at UNICEF will work with partners to develop and operate the TREE (Tracking Resilience in Education for Environment) Global Observatory. A consultant is requested to implement the key functions of the Observatory, including evidence generation on climate-related learning loss and system vulnerabilities, data mobilization to inform financing, policy, and resilience-building in education systems.
The consultant will also investigate to what extent countries are positioning digital education investments as a form of climate/disaster resilience infrastructure, and if so, the degree to which they are cost-effective compared to other physical contingency investments. This work will support the production of a think piece with recommendations on how countries can themselves conduct a similar cost-effectiveness and resilience analysis, exploring key issues such as equity-adjusted cost-effectiveness, (under)utilization, and dual-use investments that can support teaching and learning during normal times. In addition, the consultant will produce 7 case studies, based on desk research, of cost-effective business models that have successfully enabled EdTech to reach scale and resilience in resource-limited country contexts.
