The Ministry of Tourism, Culture and Sport (MoTCS) in Albania is tasked with driving the country’s sustainable tourism growth, fostering innovation, and preserving and promoting its rich cultural heritage. In this regard a key portfolio of MoTCS’ mandate is the promotion of culture, which involves supporting artistic expression, safeguarding intangible and tangible heritage, and enhancing Albania's cultural presence both domestically and internationally. The Ministry works to ensure that culture is integrated into national development strategies, while also encouraging cultural industries, creative enterprises, and international cultural cooperation as pillars of social cohesion and economic vitality. Under this mandate, the Government of Albania is investing in the construction of the new National Centre of Culture for Children (NCCC), a structure under the management of MoTSC. The NCCC modern infrastructure is designed with the vision to be an accessible and inclusive center of culture, innovation, creativity, connection for the children and young people of Tirana.

In this regard, the focus of the ToR is the technical support provided to the MoTSC in designing the management of the biggest cultural, innovative, recreational center in Albania.

In the framework of the design of the management plan, elements of accessible and inclusive programs, management structures, donors and contributors’ mapping, costing aspects, identification of the need of equipment and materials for ensuring the functionality and excellence of the center, are of high importance in this process. Also, a Memorandum of Understanding (MoU) is also in place between UNICEF and MoTSC where roles and responsibilities for this process are clearly defined.

How can you make a difference? 

The purpose of this assignment is to engage a National Consultant to support the Ministry of Tourism, Culture and Sports (MoTCS) to develop the management plan of the National Centre of Culture for Children (NCCC) through coordinating with all relevant stakeholders, mapping of donors and operationalization of programs of the NCCC. 

The expert will provide technical support to MoTSC in designing the management plan of the NCCC. Additionally, the expert will support with stakeholder coordination, consultation groups and Steering Committee/ Consultative Bodies during and before finalizing the product.  

Coordination and Reporting - The consultant will work in close coordination with MoTSC under technical guidance and oversight from UNICEF’s Education Specialist. 

Specific tasks and deliverables for the consultancy including timeline of completion are below:

Deliverable 1.1: Management Plan Framework Document produced.
- Produce an inception report pathing the way for the design of the management plan (deliverables, consultations processes and bodies, KPIs for the deliverables etc)

-(Produce a comprehensive framework document that defines the management structure, roles & responsibilities, governance mechanisms, decision‑making processes, coordination protocols, and resource allocation mechanism for the Centre. This framework must align with the latest government reforms, policies, and institutional responsibilities in culture, education, sport, youth, and innovation.)

Deliverable 1.2 Reflect and support the addressing of recommendations/ feedback from the Ministry and stakeholders, emerging from the process, into the specific deliverables throughout the process.

Timeline for completion of Deliverables 1.1 & 1.2: By 15 February 2026

Deliverable 2.1: Centre’s Annual Programs Framework, Activity Plan & Calendar Produced.
- Conduct consultative focus group discussions, KIIs with children, youth, culture, sports, tourism, education, youth stakeholders (regarding content and programs of the Centre)

-Programmatic activity curricula frameworks designed for: Auditorium space, Teaching workshop spaces, multipurpose space, Atelier space, Voice and Music, Choir, Photography, Digital Future Lab, Cooking as well as etc.  The centre aims to develop inclusive, creative programs that provide children of all backgrounds especially those with disabilities or from vulnerable communities’ access to artistic workshops, summer camps, and cultural experiences. 

-Future initiatives will include international artist residencies, family showcase events, annual festivals, and a Creative Passport to track each child’s growth and participation. For each activity provide content outlines, target audiences, scheduling (possible dates and timings), and estimated logistical needs (venues, staffing, equipment).

- Yearly plan including a calendar of proposed activities/events for the Centre designed per each section/ space: Auditorium space, Teaching workshop spaces, multipurpose space, Atelier space, Puppet Theatre, Ballet class, Choir, Music, Sculpture workshops etc

Deliverable 2.2: Budget, Materials & Resource Plan designed

 


-Provide cost estimates for all proposed activities: including materials, supplies, staffing, etc., plus a breakdown of required materials and logistical resources per space. Include an estimate timeline for procurement and resource mobilization options

Timeline for completion of Deliverables 2.1 and 2.2 - By 22 December 2025

Deliverable 3.1: Stakeholder Mapping Report designed

 

 

-Conduct consultative focus group discussion, KIIs with ministries’/ municipality departments responsible for the structure of the Centre, CSOs, private sector stakeholders, international agencies etc. to identify possible synergies and contributions/ support for the Centre/ programs/ activities. 
- Present a comprehensive mapping analysis of potential stakeholders and contributors (government, private sector, civil society, donors, international partners) relevant to the Centre’s programmatic and operational goals over a 2-3 years period.

 Deliverable 3.2: Design the governance system of the Centers’ management and programs and future revenues for sustainability of program provided. Propose and consult options for the government body/ consultative, decision-making structure of the Centers (programs, management, administrative, creative, innovations aspects to be considered).

Timeline for completion of Deliverables 3.1 & 3.2 - By 22 December 2025

Deliverable 4.1: Staff Capacity Building Plan designed
- Conduct FGD and KIIs with stakeholders and staff and develop a need based, tailored capacity building plan for existing staff (focusing on child-friendly approaches, inclusivity, and safeguarding strategies). Include proposed training topics, delivery methods, estimated costs/ or link with stakeholders mapping and possible contributions and timeline suggestions.

Deliverable 4.2: Staffing Needs Assessment Report produced
-Produce a projection of possible additional staffing needs as per Program design of the Centre (over the next 2-3 years, detailing required roles, competencies, and responsibilities aligned with the Centre’s inclusive and child safeguarding priorities.

Timeline for the completion of Deliverables 4.1 & 4.2 - By 15 February 2026

The consultancy will be done remotely.

 

 

 

 

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education:  Advanced university degree (master’s or higher) in relevant fields such as Public Finance, Economics, Public Policy, Public Administration, Development Studies, Business Administration, Political Economy, or related discipline etc.
  • Work Experience:
    • The candidate should have 7-10 years of progressively responsible experience in public sector budgeting, governance, and financial or economic planning at national or sectoral levels.
    • Demonstrated expertise in designing and implementing financial frameworks of National Programs (preferably related to Education, Youth, Culture etc), including results-based and multi-year budgeting systems, and have advised government or international institutions on governance, public financial management, and policy development.
    • Demonstrated strong skills in stakeholder engagement (donor, private sector, government structures, stakeholders etc), and the use of planning and budgeting tools in the processes
  • Language Requirements: Fluency in English and albanian required.

2. Updated Resume clearly indicating relevant experience to the ToR.

3. Financial proposal

4. Methodology proposed (max 2-3 pages)

The financial proposal shall be submitted in local currency (LEK), and must include the consultancy fee, communication costs and all other individual expenses or applicable costs. The financial proposal must be broken down per deliverable.
