UNICEF’s Country Program Document (CPD) for Tajikistan focuses on improving the health, education, and protection of children, with a particular emphasis on vulnerable and marginalized communities. The assignment is taking place in Tajikistan, a country characterized by its diverse geography and socio-economic challenges. Under the GAVI-funded Targeted Country Assistance, UNICEF is providing technical support to the Ministry of Health and Social Protection of population (MOHSP) and the Republican Center of Immunoprophylaxis (RCIP) to enhance the National Immunization Programme in areas of cold chain strengthening, effective vaccine management and social and behavioral change.
One of the key challenges this assignment aims to address is the development of sustainable means of communication to disseminate important health information, specifically in the field of Expanded Program on Immunization (EPI). Immunization is a critical component of public health and ensuring that accurate and comprehensive information reaches healthcare providers and the public is essential for improving immunization practices. The aim is to create easily accessible and usable training videos that can be utilized for quality improvement in immunization practices, ultimately enhancing the overall health outcomes for children in Tajikistan.
Within this context, UNICEF Tajikistan Country Office seeks to hire an individual consultant to coordinate the development of at least 50 scenarios for short demo training videos on different aspects of immunization. The consultant will oversee the entire filming process using these scenarios, ensuring that all details are correctly considered and addressed. Additionally, the consultant will facilitate the process of agreeing on both the scenarios and the filming with MOHSP. This coordination is vital to ensure that the training videos are accurate, relevant, and aligned with national health policies and cultural norms.

DESCRIPTION OF THE ASSIGNMENT:
Duration: 55 working days between May - September 2025
Supervisor: Health Specialist, UNICEF Tajikistan
The main objective of the consultancy assignment is to coordinate the development of at least 50 scenarios for short demo training videos on different aspects of immunization. The consultant will oversee the entire filming process using these scenarios, ensuring that all details are correctly considered and addressed. Additionally, the consultant will facilitate the process of agreeing on both the scenarios and the filming with MOHSP.
The Consultant will work under the guidance of the Health Officer and overall guidance of and in close cooperation with the Ministry of Health and Social Protection of Population, and other relevant departments and centers of MOHSP to do the following:
Deliverable 1: Development of Scenarios
1.Coordinate the creation of 50 detailed scenarios for short demo training videos on various aspects of immunization.
2.Ensure scenarios are comprehensive, covering different immunization practices, challenges, and solutions.
3.Review and revise scenarios based on feedback from the Ministry of Health and Social Protection (MOHSP) and the Republican Center of Immunoprophylaxis (RCIP).
Deliverable 2: Coordination and Facilitation
1.Conduct regular coordination meetings with MOHSP to ensure alignment with national health policies and cultural norms.
2.Facilitate the approval process for all scenarios and filming plans with MOHSP/RCIP.
3.Document and incorporate feedback from MOHSP/RCIP into the final scenarios and filming plans.
Deliverable 3: Filming Process Oversight
1.Develop a detailed filming schedule and plan, including timelines.
2.Supervise the filming process to ensure scenarios are accurately and effectively translated into training videos.
3.Perform quality assurance checks to ensure all details are correctly considered and addressed during filming.
UNICEF will be responsible for arranging meetings with government counterparts and other stakeholders and for convening training events.

To qualify as an advocate for every child you will have…
- Education: University degree in Journalism, Filmmaking, or a closely related field.
- Work Experience: Minimum of 5 years of professional experience in content development, media production, or public communication, preferably related to health or education.
- Proven experience in developing training scenarios, scripts, or multimedia materials, including coordinating video production projects.
- Experience related to social and behavioral change with focus on child health, healthy lifestyle and immunization.
- Experience working with government partners or development agencies is an asset.
- Languages: Fluency in English, knowledge of Russian and Tajik languages is asset.
