How can you make a difference? 

Background:

Ministry of Finance and Economic Planning (MINECOFIN), through the National Development Planning and Research (NDPR), aims to strengthen evidence-based policy making to achieve the goals articulated in the second National Strategy for Transformation (NST2) and Rwanda’s Vision 2050. While NDPR has been instrumental in supporting national planning and cost-effectiveness analysis, capacity gaps persist in advanced policy analysis and developing policy briefs to facilitate decision-making within the Ministry.

 

Purpose of Activity/Assignment:

The proposed policy analyst will address the identified capacity gaps by providing the NDPR team with hands-on support, guidance, and policy-related skills. The policy analyst will provide day to day support to the section and deliver on key tasks specified below.

The initial contract will be for 12 months but with a possibility of a further 12 month extension.

 

Key Tasks:

The main tasks of the consultant include:

  • Conduct in-depth policy analysis and produce research outputs that inform national and sectoral priorities, including policy briefs, including social sectors (e.g. education, health, WASH, Social protection, etc.).                         
  • Support in data science-related tasks, including but not limited to data querying, cataloguing, visualization, and modelling.
  • Design and deliver training and knowledge-sharing sessions on policy analysis, research methodologies, and data interpretation with the NDPR team.
  • Translate research insights into national development planning and budgeting processes, contributing to the alignment of policies, programs, and resource allocation.
  • Participate in or support drafting and technical review of national and sectoral planning documents, including strategies, implementation plans, and performance frameworks.

The Policy Analyst will be embedded within NDPR, working closely with the National Research Directorate team through daily collaboration and scheduled review sessions.

Work Assignment Overview

Tasks/Milestone:

  • Conduct policy analysis including in sectoral priorities and social sectors
  • Participate in planning and budgetary processes and provide necessary technical inputs and advice
  • Design and deliver training and knowledge-sharing sessions on policy analysis, research methodologies, and data interpretation with the NDPR team.

Duration and Location

The consultancy will be for 12 months from August 2025 to July 2026 and the consultant will be based in MINECOFIN.

Selection Criteria

Applications shall be assessed based on their technical and financial proposals. Maximum scores for technical and financial applications will be 75% and 25%, respectively.

Successful candidates in technical evaluation will have their most competitive, all-inclusive financial proposals evaluated too.

To qualify as an advocate for every child you will have… 

  • An advanced university degree (master’s or higher) in Public Policy, Economics, Statistics, Development Studies, Data Science, or a related field with demonstrated experience in applied policy research and data-driven analysis.
  • A minimum of 8 years of experience working with large datasets and applying statistical tools for policy impact evaluation.
  • Strong policy research and data analysis skills.
  • Excellent communication skills.
  • Programming and data engineering skills.
  • Capacity building and knowledge-sharing experience
  • Collaborative Problem-Solver.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
