PURPOSE OF ASSIGNMENT:
 
The UNICEF Global PCI-DSS Project ensures that UNICEF PSFR and other Country Offices (COs) comply with PCI data security standards (121647_UNICEF STANDARD ON INFORMATION SECURITY- CONTROL REQUIREMENTS TO COMPLY WITH THE PAYMENT CARD INDUSTRY DATA SECURITY STANDARD). This Global Project establishes a framework to build UNICEF's global capacity, and within each CO, identifying, achieving, and maintaining improvements to systems and processes.
 
Under the supervision of the Senior Advisor, Operations and Finance, the incumbent will provide project management support, reporting to the Global PCI-DSS Project Manager. Additionally, the incumbent will develop and implement various country-specific projects and activities as required.
 
Project management and support activities include, but are not limited to:
  • Project design and planning
  • Coordination with business and technical teams
  • Risk mitigation
  • Status reporting
  • Communication
  • Project budget management
  • Process and technical improvements
  • Overseeing project implementation

How can you make a difference? 

SCOPE OF WORK:

  • Support project management by creating a collaborative environment and guiding project participants, project team members, and stakeholders to achieve their objectives, provide strategic and risk-informed scenarios, execute the agreed work plans, and reach the desired project results.
  • Lead and engage with internal clients (leadership, stakeholders, staff, etc.) and external vendors to identify and deploy PCI alignment solutions for UNICEF PSFR COs.
  • Ensure project activities are completed within agreed costs and timelines and produce the required deliverables.

WORK ASSIGNMENTS OVERVIEW:

  • Monitoring and follow up of the implementation of the PSFR CO workplans.

DELIVERABLES/OUTPUTS:

Deliverable 1 by: 31 August 2025

  • 1 report to the Global PCI Taskforce with the global update of the project including: update of the project workplan, risk management and communication plan.
  • Status reports of the CO under the scope of the PCI project: Argentina, Chile, Uruguay, Brazil, Ecuador, Peru, Colombia, Mexico, Malaysia, Indonesia, Philippines, Thailand, Vietnam, China, India, Croatia, Bulgaria, Serbia, South Africa, LACRO, ROSA and ECARO Clusters.

Note:  Once all countries achieve their PCI compliance, the contract may be shortened.

To qualify as an advocate for every child you will have… 

Education:

  • An advanced university degree (Master’s degree or higher) in Marketing, Innovation, Business Administration, Systems Engineering, Banking and payment industry or equivalent is required.
  • Alternatively, a first-level university degree in a relevant field combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Project Management Certification is desirable.
Experience:
  • Minimum of 6 years of experience in project management, communications, negotiations, risk management and team management or other related fields is required, five of which should be in leading medium to large-scale, multi-stakeholder projects with demonstrable results and stakeholder satisfaction.
  • Experience managing projects related to PCI compliance.
  • Experience with UNICEF PSFR COs is a strong asset.
  • Experience working with cross-functional teams is an asset.
Language:
  • Fluency in English is required.
  • Working knowledge of Spanish would be considered a valuable asset.
Remarks: 
 
Please indicate your all-inclusive (lump sum) fees against the deliverables listed above, including all associated administrative and travel costs (if applicable), in the cover letter. The office selects the individual based on best value for money.
 
Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
