BACKGROUND

Purpose of Activity/ Assignment:

Reliable, timely and accessible data and evidence are essential for understanding how migration and displacement affect children. Currently there are significant data gaps about the situation of children on the move within or across borders. These gaps make it hard to fully understand the scale of child migration and displacement, the specific needs of children on the move, and the extent to which they can access assistance and protection mechanisms. This is alarming because evidence simultaneously suggests that children, particularly those who are unaccompanied or separated from their caregivers, are more vulnerable to exploitation, abuse and other threats to their well-being and development.

UNICEF has been working to address data gaps and strengthen data capacities to protect and empower children on the move. In 2020, together with other partners, it launched the International Data Alliance for Children on the Move (IDAC), a global cross-sectoral coalition now counting over 50 members from national statistical offices, migration-relevant line ministries, international and regional organizations, NGOs, academics, and civil society. IDAC aims to improve data on migrant and displaced children in support of informed policies and programmes. It does so by 1) Strengthening national data systems and capacities to protect migrant and displaced children; 2) Establishing and promoting collaborative and innovative methods for child-specific data; and 3) Improving data visibility, availability, accessibility and usability.

The Consultant will support the Migration and Displacement/IDAC team in the Data and Analytics Section in the Division of Analytics, Planning and Monitoring with the preparation of publications, data analysis, and other technical work related to migration and displacement of children, and will assist the IDAC Secretariat/IDAC Coordinator with the organization of events and webinars, communications and dissemination activities, and programme management support.

Scope of Work:

Task 1: Support two IDAC reports/publications with background research, in-depth data analysis and drafting

  1. Support the team’s discussions on scope and content of IDAC publications through background research and content mapping
  2. Conduct desk review of existing research and suitable data, and support analysis of relevant data
  3. Prepare concept note as needed as well as the initial draft of two thematic IDAC reports/publications
  4. Coordinate multiple rounds of review with partners and revise drafts accordingly
  5. Prepare final data analysis results and revise charts, maps, and tables as needed
  6. Prepare other documents, such as draft blog posts about IDAC publications and work

 

Task 2: Support the organization of IDAC online and in-person events

  • Prepare pre- and post-workshop materials for 4 cross-country (in-person) workshops
  • Support the development of training/e-course materials on data capacity-building
  • Support the organization of 4 cross-country (in-person) workshops through liaison with country/regional offices and logistical arrangements, as needed
  • Support the organization of 4 IDAC webinars to disseminate IDAC resources and publications
  • Support the organization of an IDAC annual conference, including via agenda preparation, identification of participants, preparation of background and summary materials
  • Contribute to the organization of an IDAC side event at the UN Statistical Commission and World Data Forum
  • Draft IDAC member survey and annual conference participant survey, liaise with relevant stakeholders, analyse survey data and draft reports summarizing survey results
  • Solicit and summarize feedback following all events through relevant tools (e.g., surveys)

Task 3: Support the preparation of advocacy and communications materials to engage IDAC’s audiences and seek partnerships on data for children on the move

  1. Prepare content/news items for IDAC website (drafting content, collecting photos)
  2. Support the preparation of 2 IDAC Newsletters
  3. Support the curation of IDAC’s LinkedIn page, with at least one post per week
  4. Support liaison with IDAC current and future membership, including by promoting IDAC resources and activities

 

Task 4:  Provide programme management support and assistance to IDAC Supporting Structures

  • Support the organization of monthly (online/hybrid) IDAC Secretariat meetings, including by preparing slide decks and drafting meeting summary notes
  • Support the organization of bi-annual Project Steering Committee meetings, including by preparing slide decks and drafting meeting summary notes
  • Support the organization of quarterly Project Technical Committee meetings, including by liaising with Working Group co-chairs, gathering relevant background materials, and preparing meeting summary notes
  • Support the organization of IDAC Working Group meetings, including by preparing slide decks and drafting meeting summary notes
  • Support the organization of meetings with IDAC project implementing partners and other partners
  • Assist the IDAC Coordinator with donor reporting, including by contributing to drafting narrative reports and by assisting with financial reporting and preparation of relevant annex documents
  • Assist the IDAC Coordinator with other programme management/coordination tasks, such as monitoring and evaluation, and resource mobilization, as needed

Qualifications

Education: Advanced University degree in Statistics, Demography, Social Sciences or related disciplines based on quantitative methods

Knowledge/Expertise/Skills required *: 

  • Minimum of 5 years of progressively responsible professional work experience in migration/displacement research and data analysis;
  • Advanced knowledge about migration and displacement (including related international frameworks, recommendations, and agreements)
  • Advanced analytical skills;
  • Proficiency in R programming desirable;
  • Knowledge of GIS and related software is an asset
  • Demonstrated experience in academic research and analytical writing;
  • Advanced English communication skills both orally and in writing;
  • Ability to work in an international environment and under tight deadlines;
  • Ability to take initiatives and work independently
  • Ability to work well in a team environment.

Requirements:

- Financial proposal that will include/ reflect :

    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.
    • travel costs and daily subsistence allowance, if internationally recruited or travel is required as per TOR.
    • Any other estimated costs: visa, health insurance, and living costs as applicable.

- Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.

- At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment.
