The purpose of this consultancy is to provide strategic and operational support for the management and implementation of UNICEF’s digital learning portfolio in Poland, which includes the Akelius Language Learning Programme, the Learning Passport e-learning platform, and the Pstacja UKR initiative. These programs are designed to enhance access to quality education for refugee and host community learners through innovative digital solutions that promote inclusion, resilience, and lifelong learning.

The consultant will work under the supervision of the Chief of Education and act as the focal point for digital learning within the Education Section. In this role, the consultant will oversee the coordination and administration of all digital learning platforms and initiatives, ensuring their effective functioning and alignment with UNICEF’s strategic priorities and donor requirements.

The consultant will support UNICEF’s education partners and implementing agencies in the design, development, and deployment of engaging digital learning content, while also driving outreach and engagement efforts to promote these platforms among municipalities, schools, and other stakeholders.

Additionally, the consultant will monitor usage and impact across all platforms, implement feedback and evaluation mechanisms, and contribute to continuous improvement and innovation in digital learning delivery.

Scope of Work: 

The consultant will support various tasks including:

- overall administration of the Learning Passport e-learning platform
- creating and engaging e-learning content with UNICEF implementing partners
- Akelius programme implementation
- monitoring of digital learning programme users
- creating feedback and online evaluation tools and methodologies
- contributing to online outreach campaigns including Learning Passport and Akelius programs
- support cooperation with Implementing Partners

Deliverables/Milestones:

  1. Platform Management and Administration (40 days):

Oversee the functionality and administration of Learning Passport and Akelius platforms on a regular basis.

Ensure timely updates, at least on a weekly basis, troubleshooting, and integration of new features in collaboration with UNICEF technical teams as needed

  1. Monitoring and Analytics (51 days):

Track user engagement and learning outcomes across all platforms (monthly)

Develop and implement data collection tools and methodologies for monitoring usage and impact (3 times a year)

Prepare regular analytical reports for internal and donor reporting (monthly and as needed)

  1. Outreach and Engagement (71 days):

Support digital outreach campaigns to promote Akelius, Learning Passport, and Pstacja UKR. (at least 3 campaigns)

Prepare communication materials, organize webinars, and liaise with municipalities and educational institutions to increase platform adoption. (5 communication engagements)

  1. Partnership and Coordination (80 days):

Facilitate collaboration with government counterparts, local authorities, and implementing partners (monthly meetings and as needed)

Contribute to donor reporting and proposal development related to digital learning initiatives (5 donor reports)

Focal Point for Akelius Partnership in Poland (bimonthly meetings with Akelius team, 3 Programmatic Visits/Field Monitoring conducted as per HACT guidelines)

To qualify as an advocate for every child you will have… 

Minimum requirements:

  • Education: Project Management, Pedagogy, or other related field, including Education (Minimum Bachelors Degree) 
  • Work Experience: at least 5 years of experience in projects, preferably related to e-learning.
  • Language Requirements: Fluency in both Polish and English is required. Excellent language skills in both oral and written. 
  • Experience in digital platform administration and knowledge of e-learining/ecourses creation platforms (such as Easy Generator, TalentLMS, iSpring Suite, or others)
  • Knowledge of Ukrainian or Russian will be an asset.
  • Previous experience with UNICEF or UN organization will be an asset.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Should you be selected for a position with UNICEF, you either must be inoculated as required or receive a medical exemption from the relevant department of the UN. Otherwise, the selection will be canceled.
