UNICEF Venezuela operates in a highly dynamic humanitarian context requiring strong evidence-based reporting to sustain partnerships and mobilize resources for children. Under the direct supervision of the PM&E Specialist, the Reports Officer will contribute to the planning, coordination and quality assurance of all internal and external reporting and documentation. This includes SitReps, donor reports and presentations, and other strategic communication pieces.
The incumbent ensures timely and high-quality donor reports as per the office’s Donor Reporting SOPs, coordinates the production of key internal reports, and supports analytical inputs to the Results Assessment Module (RAM). The post also plays an essential role in strengthening the capacity of programme colleagues in results-based reporting and analytical writing.
How can you make a difference?
- Ensure quality and timely donor reporting in line with initial proposal and internal SOPs
- Maintain and monitor the donor reporting schedule, share a weekly status and provide timely reminders and tailored workflows to ensure that all donor reports are sent on time.
- Ensure appropriate tools and work processes are in place in the office for effective donor reporting management.
- Coordinate with programme and operations sections to ensure timely preparation, consolidation, editing and quality control of all donor narrative and financial reports. This includes gathering of information, consolidation, editing, layout and branding of all required reports on contributions/grants (development/emergency) available for UNICEF Venezuela.
- Ensure that reports comply with donor requirements and UNICEF standards, namely UNICEF Stylebook and the country office’s Donor Documents SOPs.
- Ensure accuracy and use of up-to-date data.
- Ensure that reports are drafted using UNICEF’s Rights and Results Based Management approach.
- Review and finalize donor reports and related materials in English and Spanish.
- Ensure systematic archiving of donor-related documents in Sharepoint (i.e. donor proposals, previous reports, templates, guidance, etc.)
- Propose tools and corrective actions on operational procedures to ensure that effective work processes on donor reporting management, as well as a record management system for donor reports / proposals are in place. Integrate lessons learned and good practices into reporting products.
- Quality assurance of programmatic reports and communication materials
- Support the coordination and compile, review, and edit high quality mandatory UNICEF programmatic reports, including the Humanitarian Action for Children (HAC), SitRep, Country Office Annual Report, programme briefings, Reviews Summary, etc.
- Ensure compliance with UNICEF reporting standards.
- Support editing of strategic documents such as the SitAn and CPD inputs, if/when necessary.
- Manage quality assurance by editing and reviewing the office’s annual reports and other programmatic and communication documents/materials for resource mobilization.
- Ensure accuracy and use of up-to-date data.

- Identify training needs in results-based reporting and analytical writing.
- Build internal capacities at central and field offices level on quality donor reporting.
- Provide on-site support or training to programme colleagues on these topics and provide feedback on the quality of donor reports or other materials.
- Identify or design various capacity development activities (individual, group, or existing online training, etc) based on the capacity needs of the CO to ensure that most up-to-date information and guideline are provided, and the team’s reporting capacity is enhanced.

- Strengthen linkages between reporting and RBM systems.

Minimum requirements:
- Education: Advanced university degree in International Development, Social Sciences, Public Policy, Communications, Programme/Project Management, or related field. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
- Work Experience:

Minimum one year of experience in programme reporting, donor relations, resource mobilization, programme management, communication, or M&E.

Experience in donor reporting is an asset.

Experience in humanitarian settings desirable.
- Language Requirements: Fluency in Spanish and intermediate level of English is required, profiency is desirable. Knowledge of another official UN language (Arabic, Chinese, French, Russian) or a local language is an asset.
