UNICEF Cuba is launching a new Country Programme Document (CPD) cycle for 2026–2030 and, within this framework, is pleased to announce a vacancy for the position of Planning, Monitoring and Evaluation Officer, NO-1 level, on a Fixed-Term Appointment, to join its team.
How can you make a difference?
The Planning, Monitoring & Evaluation Officer reports to the Cuba Country Office Deputy Representative for supervision. The Officer provides professional technical, operational and administrative assistance throughout the planning, monitoring, evaluation process preparing, executing, managing and implementing a variety of technical and administrative tasks to contribute to evaluation planning, implementation, oversight and reporting to ensure that evaluations are carried out according to schedule and that results and recommendations are implemented and followed up.

Minimum requirements
- Education: A completed first university degree (bachelor’s degree) in economics, psychology, sociology, education or other social science field is required.
- Work Experience: A minimum of 2 years of professional experience in social development analysis and programming at the international and/or in a developing country is required.
- Skills: Demonstrated experience in conducting impact assessments and applying findings to strengthen programme design, implementation, and decision-making.
Proven expertise in analyzing quantitative and qualitative data to generate evidence, identify trends, and support programme performance monitoring.
Strong knowledge of Integrated Monitoring, Evaluation and Planning (IMEP) processes and their application in programme planning, monitoring, and reporting.
Experience in programme strategic planning, including results-based planning, prioritization, and alignment with organizational objectives.
Proven experience in stakeholder engagement and partnership management, building and maintaining effective relationships with government counterparts, development partners, civil society organizations, and other stakeholders.
- Language Requirements: Fluency/Proficiency in both Spanish and English is required.
Desirables
- Language: knowledge of another official UN language (Arabic, Chinese, French or Russian) is desirable.
- Relevant experience in program/project monitoring and evaluation in a UN system agency or organization is an asset.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
