How can you make a difference?

The purpose of this consultancy is to provide time-bound, specialized technical expertise, to support UNICEF Mongolia in advancing key priorities related to education-sector digital transformation. The assignment will focus on strengthening the strategic planning, implementation and monitoring of digital education initiatives; providing technical inputs for the development and application of innovative and inclusive digital learning approaches and solutions; and generating evidence and knowledge to inform programme planning and decision-making. 

The consultancy will contribute to UNICEF Mongolia’s ongoing cooperation with the Ministry of Education and other relevant partners by producing specific technical analyses, programme and policy inputs, implementation and monitoring products, knowledge products, and partnership and resource-mobilization materials. Particular attention will be given to strengthening equitable access to digital learning; supporting the effective and responsible integration of digital technologies and emerging innovations in education; and ensuring that digital education interventions respond to the needs of children in remote, rural, disadvantaged and underserved communities.  

The consultancy will also contribute to strengthening strategic partnerships for digital education, including engagement with Korean development cooperation partners and other international stakeholders, through the preparation of technical and programme inputs to support technical cooperation, resource mobilization, sustainability and the potential scale-up of UNICEF-supported initiatives.  

Through clearly defined and measurable deliverables to be completed within the consultancy period, the assignment will provide the specialized technical inputs required to consolidate selected ongoing digital education initiatives and inform their further development, sustainability and potential scale-up.

To qualify as an advocate for every child you will have...

Minimum requirements: (Qualifications/Experience/ Knowledge/Expertise/Skills)

  • Education: An advanced university degree (Master’s or equivalent) in Education, Education Management, Education Policy, or a related field.
  • Work Experience: Minimum 5 years of relevant professional experience in international development, including substantial experience in the education sector. 
  • Language Requirements: Fluency in English and Korean is required.
  • Knewledge/Expertise/Skills:
    • Demonstrated knowledge and technical expertise in digital education, digital learning and education-sector digital transformation, including relevant policy, programme and implementation considerations.
    • Strong understanding of education programme design, implementation, monitoring and evidence generation, with the ability to translate analysis and evidence into practical technical recommendations.
    • Demonstrated ability to conduct research, policy analysis, technical assessments, and synthesis of quantitative and qualitative information, and to produce high-quality technical briefs, reports, programme documents and knowledge products.
    • Demonstrated strong knowledge of partnership development and resource mobilization, including the preparation of concept notes, technical proposals, partnership briefs, presentations and related programme materials for development, public-sector, private-sector and philanthropic partners.
    • Ability to work effectively with government institutions, international organizations, development partners and multidisciplinary teams in a multicultural environment.
  • Desirables:
    • Previous professional experience with UNICEF, another United Nations agency, or an international development organization in education, digital transformation or a closely related area.
    • Experience supporting government-led education-sector digital transformation strategies, policies, implementation frameworks or roadmaps.
    • Experience in the design, implementation, monitoring or evaluation of digital education initiatives in developingcountry, remote, rural or underserved contexts.
    • Familiarity with UNICEF global or regional approaches, frameworks and tools related to digital education, education technology, connectivity, innovation or responsible use of emerging technologies.
    • Experience working with or supporting engagement with Korean development cooperation institutions and partners, including KOICA, the Korean Committee for UNICEF (KCU), Korean public institutions, private-sector partners or philanthropic organizations.
    • Experience developing donor proposals, concept notes and resource-mobilization materials for education or digital transformation programmes.
    • Knowledge or professional experience relevant to the Mongolian education sector and its institutional, geographic and digital-access context would be an asset
