National Consultant for the development of Risk Communication toolkit and course, Brasilia (home-based), Brazil, [6 months] in Brazil
Under the guidance of the Social and Behaviour Change Officer, in close coordination with the Emergency Specialist and the RCCE Specialist, the consultant will support UNICEF in producing and developing a Toolkit and course on Risk Communication and Community Engagement in Brazil, liaising with all field offices that respond to humanitarian situations in the country. Throughout the 6-month period of the assignment, the consultant is expected to support the creation of a child-centered toolkit of risk communication materials to be shared with government of all levels, delivered as: a mapping of existing UNICEF materials, a matrix of key messages for different types of emergencies (droughts and floods), the finalized and tested communication materials (cards, posters, leaflets and radio scripts). The toolkit will support emergency efforts by Brazil´s Civil Protection (Defesa Civil) and the social assistance sector responsible for humanitarian shelter, with three main objectives: 1. To support child rights in humanitarian shelters across the country 2. Contribute to Brazil´s efforts on Disaster Risk Reduction (by Civil Protection) 3. Provide general life-saving risk communication messages which will be made available for municipalities affected by emergencies. Lastly, the consultant will develop a short child-centered RCCE course to engage and build capacity of public managers involved in emergency preparedness and response.

Technical Support for the Development of the CPD for UNICEF Eritrea, Asmara, 60working days (on-site and Remote) in Eritrea
The UNICEF Eritrea current Country Programme is approaching its end in 2026, and a new Country Programme needs to be established to commence in 2027. In preparation for this transition, a new Country Programme Document (CPD) must be developed. To ensure efficiency and strategic focus, the process will be lean. It will leverage innovative, context-adapted approaches such as participatory prioritization methods and scenario-based planning to streamline decision-making and enhance relevance. The emphasis will be on strategic content and decision-making, with deliverables that are concise, action-oriented, and aligned with UNICEF’s corporate guidance. The purpose of this assignment is to provide technical support to UNICEF Eritrea in developing a high-quality, evidence-based, and results-oriented CPD. The consultant should focus on strategic content, not exhaustive documentation. The consultant will: • Facilitate participatory processes for prioritization using inclusive and context-sensitive facilitation techniques, including low-tech and high-touch methods suitable for the Eritrean context. • Provide technical inputs and quality assurance for Evidence Synthesis (ES), Programme Strategy Explanatory Notes (PSENs), Strategic Moment of Reflection (SMR) and Results and Resources Plan (RRP). • Draft the CPD narrative in line with UNICEF corporate guidance.

L'objectif global de cette consultance est de renforcer les mesures de mitigation des risques de Violence Basée sur le Genre (VBG) y compris les Exploitations et Abus Sexuels (EAS) (VBG/EAS) au sein de la programmation de l’UNICEF Madagascar. Ce travail aidera le bureau de l’UNICEF Madagascar à identifier et à systématiser l’intégration des mesures de mitigation de risques appropriées dans les quatre secteurs d’interventions : Education, Santé, WASH et Politiques sociales/cash transfert. Le/la Consultant.e individuel.le fournira, pour les quatre secteurs d’interventions mentionnés, i. Une analyse approfondie des risques de VBG/EAS dans la programmation de l’UNICEF Madagascar et ; ii. Des recommandations opérationnelles des mesures de mitigation des risques VBG/EAS, traduit dans un plan d’actions incluant des indicateurs.
