NATIONAL only - Consultant for the review of the DepED WASH In Schools Policy and Three Star Approach, Climate, Environment and Resilience Section, Manila, Philippines (remote with travel) in Philippines
The Department of Education (DepED) and UNICEF are seeking a national consultant to carry out a review of the DepED Water, Sanitation and Hygiene in Schools (WinS) Program and make recommendations for strengthening the program effectiveness, sustainability, financing, climate/DRR integration, and monitoring. DepED institutionalized the WinS Program through DepED Order No. 10, s. 2016, which sets policy objectives and standards to promote safe water, sanitation and hygiene practices and a clean learning environment for learners. The policy adopted the Three Star Approach (TSA) to WASH in Schools and its concept of progressive, stepwise improvements toward national WinS standards as the national strategy to help schools progressively improve WASH conditions. Over time, DepED and partners have also strengthened implementation through decentralized, school-led approaches and technical coordination mechanisms.
