TA – Fundraising Specialist (Individual Giving), P-3, 12 months, Regional Office (MENARO -> ECAMENA RO), Amman-JordanSection: Partnerships and Resource Mobilization Supervisor: Market Development Manager, P4Background:ECAMENA Region presents significant potential for Individual Giving (IG) and public fundraising. As part of the Country Office Sustainability strategy, digital connectivity, evolving payment infrastructure, and changing donor behaviours are creating new opportunities to diversify UNICEF's resource mobilization base and increase flexible funding for children. Over the past several years, the MENA Regional Office has explored regional approaches to IG through the MENA Private Sector Fundraising (PSFR) Cluster and related digital fundraising initiatives. This experience has enabled UNICEF to test different approaches in selected MENA markets and to facilitate collaboration among country offices, regional teams and global fundraising partners. It has also generated useful learning on market readiness, investment requirements, operating models, digital fundraising approaches, compliance considerations and the opportunities and constraints associated with growing IG in the region. As UNICEF moves towards the operationalization of a new Regional Office covering Europe , Central Asia, Middle East, and North Africa (ECAMENA), there is an opportunity to build on this experience and develop a stronger regional approach to IG across ECAMENA. Future growth will therefore be guided by market potential, social and political context, country office readiness, evidence, appropriate operating models and clear investment priorities.To support this ambition, dedicated technical capacity is required during the transition (H2 2026 and H1 2027) to lead the execution of the Private Sector Plan (PSP) for the MENA-focused Individual Giving markets and support the transition to the future ECAMENA architecture.

These pressures are straining national and local systems and limiting their ability to protect children and deliver essential services. This consultancy will support the development of a practical UNICEF strategy for engagement in these contexts, helping define UNICEF’s comparative advantage, strengthen the resilience of systems and communities, and promote more coherent, risk-informed and child-centered programming across the humanitarian-development-peace nexus. Drawing on evidence, country experience and existing UNICEF guidance, the assignment will produce a strategic framework to guide programming, advocacy, partnerships, resource mobilization and technical support in fragile and conflict-affected settings.
