L'eau est la base de toute forme de vie. Elle est à la fois habitat, aliment, moyen de production, de transport et bien marchand ; elle est aussi source de concurrence et de conflits. Le renforcement de l'Institut National des Ressources Hydriques (INARHY), tant sur le plan structurel qu'organisationnel, s'inscrit dans une dynamique de réforme de la gouvernance du secteur Eau en Haïti visant à : assurer l'institutionnalisation de la régulation du secteur de l'eau ; promouvoir une Gestion Intégrée et Durable des Ressources Hydriques ; contribuer au développement économique et social du pays à travers une gouvernance efficace et inclusive de l'eau ; et rechercher l'alignement des acteurs du secteur Eau en Haïti autour d'une approche globalisante qui promeut la cohérence et la transparence, afin d'éviter tout doublon pour une meilleure efficacité sectorielle. L'Institut National des Ressources Hydriques (INARHY), institution de régulation du secteur Eau en Haïti, cherche à faire de la Gestion Intégrée des Ressources en Eau (GIRE) l'élément qui guide les décisions au sein du secteur. Pour traduire cette ambition en un Plan GIRE adopté et validé au niveau national, il recrute un(e) Consultant(e) National(e) spécialisé(e) en gestion des ressources en eau, chargé(e) de l'accompagner dans ce processus et de délivrer les résultats détaillés dans le tableau des livrables ci-dessous, dans les délais accordés. Le consultant travaillera sous la supervision du Chef de la Section WASH de l’UNICEF et sera attaché à l'INARHY et travaillera directement avec le Directeur des Opérations et des Ressources Hydriques ainsi qu'avec le Directeur en charge de rendre l'Institut opérationnel.

UNICEF, in partnership with UNDP, UNFPA and ILO, is implementing the three-year EU-funded EU4People – Social Protection Programme. The Action is implemented across multiple administrative levels and programme locations and involves government institutions, local authorities, Centres for Social Work, implementing partners, civil society organizations, service providers and other stakeholders. UNICEF’s role as lead agency and Administrative Agent, together with direct implementation of a substantial UNICEF programme portfolio, generates a temporary and programme-specific volume of administrative, partnership, financial-documentation, procurement, event, travel and records-management requirements. The purpose of this consultancy is to provide time-bound, output-based programme administration and operational support to EU4People, ensuring that programme-side documentation and follow-up required for partnerships, Harmonized Approach to Cash Transfers.(HACT) processes, invoices and payments, procurement and contracting, events, missions and programme records are complete, organized and submitted in a timely manner through established UNICEF workflows. The consultancy will also support systematic communication with partners, vendors and service providers and maintain implementation and transaction-status trackers required for effective programme management.
