Mongolia faces harsh winter conditions with temperatures dropping to -40°C, especially affecting young children who need to stay warm for well-being. Poor households, including those living in the traditional “gers”, burn raw coal to stay warm, causing severe air pollution in urban areas across the country, where over 60 per cent of the nation’s population resides. Air pollution affects public health, in particular children and maternal health, and resulting in an increased incidence of respiratory and cardiovascular diseases.
 
The UNICEF Country Programme Document 2023-2027 outlines that Water, Sanitation, Hygiene (WASH) & Climate, Environment, Energy, and Disaster Risk Reduction (CEED) programme, aiming to support children and adolescents in accessing safe WASH services and a healthy and sustainable environment while enhancing their resilience to climate, disaster and environmental risks and shocks. To address these challenges, UNICEF Mongolia aims to: (1) mitigate the impacts of climate change and air pollution on children; (2) promote renewable energy systems and low-carbon technologies; (3) empower and educate children on environmental issues and child rights; and (4) foster their involvement in decision-making processes.
 
The education system, with its extensive reach, is pivotal in this effort. Mongolia's schools and kindergartens can significantly contribute to environmental and climate action through sustainable energy and WASH services, environmental education, and community engagement.
 
Following UNESCO’s guidance on “Green School Quality Standard: Greening every learning environment”1 UNICEF has been implementing the Green School in two sites of Mongolia: namely in the school #74 of Songinokhairkhan district of Ulaanbaatar and Kindergarten #28 in Erdenet city of Orkhon province. Several activities have been implemented in the school #74 and kindergarten #28 and these include tree planting, water treatment facility, solar energy system, ground source heat pump and indoor air quality monitoring and training.
 
To raise awareness about climate and its impacts on children, UNICEF has also developed educational materials on climate change and child rights and disseminated them to 871 schools in 21 provinces and 9 districts of Ulaanbaatar that have over 795,000 children and 37,700 teaching staff. At the same time, training sessions to schools and kindergartens educators as well as a large number of children are to be provided. Furthermore, UNICEF launched YES4GREEN Initiative, to encourage youth (aged 16-24) to develop innovative environmental solutions, under which three youth-led projects will need to be implemented in 2025.
 
By implementing green initiatives, such as energy-efficient buildings, recycling programs, and school gardens, green schools encourage students to adopt sustainable behaviors in their daily lives. As a part of green initiatives, school children should be educated, engaged and empowered for promoting sustainable practices and taking ownership and responsibility to solve environmental and climate change challenges and challenges by having adequate skills, knowledge and practical experiences. Given the scope and complexity of the work, UNICEF seeks a national consultant to provide expert support in implementing and scaling these projects effectively.

How can you make a difference? 

Scope of Work:
Implement green school and air quality monitoring initiatives at selected schools:
  • Develop the locally applicable green school guideline and booklet.
  • Provide technical assistance to schools and kindergartens to develop and implement green school action plans.
  • Conduct training of trainers to enhance knowledge of kindergarten and schoolteachers, parents and school children on climate change, air pollution and air quality monitoring and environmental sustainability.
  • Monitor use of indoor air quality devices in schools and kindergartens and continuously provide training on air quality.
  • Implement tree planting, indoor and outdoor gardening activities in selected schools in Ulaanbaatar and Orkhon province to reduce air pollution.
  • Compile and conduct analysis of child-related climate and air and environmental pollution data, summarize key findings, and produce communication materials.
Youth engagement and empowerment
  • Closely work with the Ministry of Environment and Climate Change to provide technical assistance in implementation of the “Intergovernmental Declaration on Children, Youth and Climate Actions” and support for youth engagement in climate and environmental decision- making processes under the theme “Climate change, child rights and engagement in Nationally determined contributions (NDCs)”.
  • Organise trainings on climate change and air pollution impacts and prevention measures targeting schoolteachers, children, and parents.
  • Design and facilitate the implementation of teacher and youth-led environmental and climate change projects at schools and kindergartens.
  • Provide technical assistance in implementation of the Youth Entrepreneurial Solutions (YES) for Greening, Renewable Energy, Environment and Nature (GREEN) -YES4GREEN initiative and provide green entrepreneurial trainings to adolescents and young people.
  • Develop human interest stories and other communication materials with the aims to recognize the unique needs of children and young people and promote youth engagement in the process of developing and implementing climate policies and actions

To qualify as an advocate for every child you will have… 

  • Minimum qualifications required: Bachelor’s degree in environment, energy, or social science.
  • Relevant working experience: 2 years of work experience in environmental education, air quality, and/or youth engagement.
  • Knowledge of air quality related data analysis and experience is an asset.
  • Fluency in Mongolian and English.
  • Competencies: Demonstrates ethical awareness, works collaboratively with others and team-orientation; builds and maintains partnerships and drive to achieve results.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
