Purpose of Assignment

In Mongolia, strengthening the child protection system, including the elements such as child protection information management system and case management services, remains a national priority. The Government of Mongolia, with support from UNICEF, is preparing for deployment of Primero (CPIMS+), an open-source digital case management system designed to support case workers in managing child protection cases, including vulnerable children and those at risk of violence, abuse, neglect, and exploitation.

The system is planned for nationwide rollout by the end of 2026, so that to support national, sub-national and community child protection actors, generate evidence for policy and programming, and ensure efficiency and comprehensiveness of services to the vulnerable group. The system will be integrated with other existing systems such as the Child Helpline (108), financing claim module for child protection service and others, as relevant, for child protection outcomes.

The purpose of this consultancy is to provide time-bound, specialized technical services for full roll-out by leading and supporting the implementation, administration, and optimization of the Primero (CPIMS+) system in Mongolia.

Scope of Work

The scope of work entails:

• Configure and customize the Primero system in line with Mongolia’s child protection case management requirements, applying and advising on data protection protocols to safeguard confidential case information.

• Support system testing, troubleshooting, and refinement during deployment.

• Deliver training and technical guidance to end-users and government counterparts, which will require travel to designated provinces as required.

• Support system integration with relevant national child protection digital platforms, including Child Helpline 108 and the child protection financing claim module.

To qualify as an advocate for every child you will have… 

Minimum requirements:

Education:

Bachelor’s degree in information technology or related science including but not limited to:
Computer Science.
Software Engineering or related field.

Work Experience:

At least 5 years of relevant experience.
Experience in implementing or administering IT systems.
Experience in technical architecture definition.
Experience in integration of a system/an application with other systems.
Experience in developing and configuring IT systems.

Skills:

Understanding about child rights and protection including case management.

Language Requirements:

Fluency in English and Mongolian.

Desirables:

Previous experience in implementing similar system: participation in at least one implementation of an IT system used nationwide in the role of System Administrator, Solution/System Architect or Business Architect.

Experience in documenting business users’ requirements.

Experience working with middleware-based workflow automation and API integration platforms.

Experience working with management information systems, data analytics, reporting, dashboards, and business intelligence solutions.

Experience implementing technical solutions for generating or printing approved forms, reports, and documents based on system data.
