For every child, the right to education 

The Akelius–UNICEF partnership, established in 2018, supports innovative digital solutions for language learning in marginalized contexts. Since 2021, the Akelius Learning App has been implemented in Mexico through schools, migrant shelters, and community centres, initially in Tijuana and Ciudad Juárez and later expanding to additional regions.

Between 2023 and 2024, the programme broadened its reach to support education recovery initiatives for adolescents affected by school dropout, mobility, and learning gaps, while also piloting the Akelius Spanish Course in southern Mexico to strengthen literacy outcomes. The programme is currently implemented in public primary schools and community centres in Chiapas, Baja California, and Chihuahua, showing positive results in foundational learning, pedagogical use of technology, and teacher capacity strengthening. UNICEF is now seeking to advance towards the sustainable institutionalization of the programme through its integration into state education systems.

How can you make a difference? 

In collaboration with the Ministries of Education of Chiapas, Baja California, and Chihuahua, this consultancy will design an Institutionalization Roadmap for the Akelius Learning App programme to enable its sustainable and scalable adoption, aligned with formal curricula and with state and federal education priorities.

Key Deliverables: 

  • Situational analysis of the prioritized states
  • State-level Institutionalization Roadmap proposals (Chiapas, Baja California, and Chihuahua)
  • Proposal for a teacher training model, including a monitoring and evaluation framework
  • Consolidated final report

To qualify as an advocate for every child you will have… 

Minimum requirements:

Education: 

  • Bachelor’s Degree in Education, Public Policy, Social Sciences, or related fields.

Work Experience: 

  • At least five (5) years of relevant professional experience in one or more of the following areas:
    • Education management
    • Learning technologies
    • Design of education policies or programmes
    • Engagement and coordination with state-level education systems

 Knowledge and Skills

  • Institutional analysis
  • Design of implementation or scalability roadmaps
  • Teacher training and professional development processes
  • Technical report writing

Language Requirements: 

  • Fluency in Spanish
  • Fluency in English

Desirables:

  • Master’s degree in Education, Education Management, Public Policy, Public Administration, International Development, or related field
  • Knowledge of the education context in Chiapas, Baja California, and Chihuahua is considered an asset

Working Conditions:

This consultancy is remote for Nacional people and involves regular meetings via Teams and phone calls as needed, along with four planned trips within Mexico.

Technical and Financial Proposal Requirements

All documents must be written by the consultant and submitted independently through the designated upload links in the application system. Only individual proposals will be accepted; corporate or business proposals will not be considered.

  • An updated curriculum vitae explicitly demonstrating the required qualifications for the consultancy.
  • Technical Proposal: This document should describe the proposed approach to the consultancy and demonstrate a clear understanding of the assignment. It must include a detailed logical framework, as well as a comprehensive methodology that incorporates field research activities, including proposed interviews and guiding questions for education authorities. The proposal should also present a realistic and comprehensive workplan, a methodological approach for teacher training, and an outline of the structure of the final deliverables. In addition, the proposal should summarize how the consultant intends to comply with the Terms of Reference within the established timeframe of the consultancy.
  • Portfolio of Relevant Previous Works: The consultant must submit at least two (2) samples of previous work demonstrating experience in project development, including a monitoring and evaluation component in the education sector, as well as direct experience in teacher training. Relevant materials may include, but are not limited to, technical reports, project evaluations, systematization documents, training materials, or similar products aligned with the scope of this consultancy.

Financial Proposal:

Please consider the following: 

  • The intention is to have a cost breakdown as detailed as possible. 
  • The economic proposal must be presented by the consultant indicating the COST PER DELIVERABLE, as well as the breakdown and explanation of the proposal, signed and in a letterhead. 
  • Costs must be considered for all project expenses. 
  • The proposal should include VAT (IVA) costs as per the table below. ISR should not be included. 
  • Costs must be fixed for the entire project. 
  • Present your proposal in Mexican pesos.
