Within this context, evaluations play a critical role in assessing performance, generating learning, and strengthening accountability across UNICEF’s programme areas, including Child Protection; Education; Water, Sanitation and Hygiene (WASH); Health and Nutrition; Adolescent and Youth Engagement; Social Protection; and Operations, to ensure evidence informs decision‑making and programme improvement.

How can you make a difference?

As an Evaluation Officer, you are responsible for the effective implementation of the evaluations of the Country Programme’s Costed Evaluation Plan and for evaluations triggered by other requirements. Your role contributes to the achievement of key end-results by providing professional expertise in evaluation. You support communication, partnerships, and the design and implementation of capacity development activities aimed at strengthening national and sub-national evaluation capacity. In addition, you coordinate office-wide knowledge management, promoting good practices on evaluation use and evaluation culture more largely within the JCO.

As an Evaluation Officer, you have a formal reporting line to the Chief of Planning, Monitoring and Evaluation, and work in close collaboration with the MENARO Multi-Country Evaluation Specialist who provides systematic oversight (quality assurance) on all evaluations of JCO, combined with guidance and technical support when required. Given the nature of evaluation being an independent oversight function, and the Representative being accountable for evaluation in the Country Office, you need to have direct access to the Representative on evaluation, expressed through a dotted-line reporting relationship to the JCO Representative. You manage the planning, design, implementation, and follow-up of evaluation activities across the country office, including coordination with other agencies and engagement with national and international stakeholders, as appropriate, ensuring the delivery and use of high-quality evaluations in accordance with UNICEF’s Evaluation Policy, with the evaluation and ethics procedures and guidance of UNICEF and of other recognized professional norms and standards including the 2016 UN Evaluation Group Norms and Standards for Evaluation.

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education: Bachelor or equivalent (First Level University Degree) in one of the following fields: humanities, social sciences, development economics, statistics, public administration, performance management, monitoring and evaluation or other related fields. A degree or certification/accreditation in Evaluation is a significant advantage.
  • Work Experience: Minimum 2 years of professional experience in supporting/or implementing equity-focused evaluations and the management of the evaluation function at the national and/or international level as per UNICEF and/or UNEG norms and standards for Evaluation in the UN System.
    Technical knowledge and experience in programme evaluation, evaluation design, data analysis, and reporting is required.
    Experience in managing evaluations, strong analytical skills, and the ability to synthesize and clearly summarize qualitative and quantitative data are essential.
  • Key skills include Evaluation Methods, Evaluation Design, Data Analysis, Process Management, Knowledge Management, and Planning & Monitoring.
  • Language Requirements: Fluency of English and Arabic required.

Desirables:

  • Language: Knowledge of another official UN language (Chinese, French, Russian or Spanish) or a local language is an asset.
  • Experience in supporting national evaluation capacity and working with professional evaluation associations and evidence dissemination is preferable.
  • Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF.
