UNICEF Türkiye Country Office in partnership with The Union of Turkish Bar Association seeks a short term national individual consultant for the development of the training programmes (within the EU funded Project entitled “Improving the Capacity of Lawyers and Bar Associations on Promotion, Protection and Monitoring of Children’s Rights - ÇABA in short”.

How can you make a difference? 

The purpose of this assignment is to ensure the effective establishment and operationalization of the Child Rights Centers (CRCs) in line with the developed Standards of Procedures (SoP) within the designated Bars. The Coordinator Lawyer will oversee the establishment process, manage the CRC’s daily operations, and facilitate coordination among key stakeholders, including the Bar Association’s Executive Board, UTBA Child Rights Committee, governmental institutions, municipalities, project partners and other relevant actors.

A key aspect of the assignment is to strengthen the capacity of CRCs by organizing and ensuring the regular delivery of training programs for lawyers on child rights and legal assistance, including those developed under the ÇABA project. Additionally, the Coordinator Lawyer will play a crucial role in collecting and analyzing administrative data on justice for children at the local level, monitoring cases of concern, and reporting ongoing legal trends to relevant bodies.

The Coordinator Lawyer will be working on strengthening local referral mechanisms, providing legal information to children and their families, developing child-friendly materials, and organizing awareness-raising activities. Through these efforts, the assignment aims to enhance the CRCs’ capacity to provide quality legal assistance and ensure their sustainability beyond the project implementation period.

By performing these tasks, the Coordinator Lawyer will contribute to improving the quality and sustainability of legal assistance provided to children, ensuring that CRCs operate effectively as specialized mechanisms within the Bar Associations.

Hence, the consultants are expected to work closely with UTBA, UNICEF and UNICEF consultants.

ALL INPUTS SHOULD BE DEVELOPED IN LINE WITH INTERNATIONAL CHILD JUSTICE STANDARDS.

The Coordinator Lawyers will be responsible for the following tasks:

1. CRC Establishment and Coordination

  • Oversee the establishment process of the CRC at the local level, ensuring alignment with the developed SoP.
  • Manage the overall operations of the CRC and ensure smooth coordination between the CRC, Child Rights Committee, Bar Association Executive Board, and project partners.
  • Develop and maintain a network with relevant service providers and stakeholders to facilitate referrals.
  • Ensure the CRC functions as a sustainable and effective legal assistance mechanism for children.

2. Training and Capacity Building

  • Organize and oversee the regular training sessions for lawyers on child rights and legal assistance within the framework of CRCs.
  • Ensure that lawyers participate in training programs developed under the ÇABA project and facilitate their engagement in relevant capacity-building activities.
  • Develop and provide child-friendly legal information materials for children and their families.
  • Monitor the effectiveness of training activities and recommend improvements as needed.
  • Facilitate at least 20 supervision cases and prepare a report on the supervision services given monthly

3. Data Collection, Monitoring, and Reporting

  • Collect and analyze administrative data concerning justice for children at the local level.
  • Conduct at least 5 regular visits to detention centres (including prisons, removal centres, police custody etc.)
  • Monitor cases of concern and provide relevant information to the Bar Association and other stakeholders.
  • Identify key challenges and trends in child justice and propose recommendations for improvement.

4. Awareness-Raising and Coordination

  • Coordinate and support awareness-raising activities of the Bar Association on child rights.
  • Organize and manage the implementation of regular monitoring visits (every 3 months).
  • Ensure that case supervision mechanisms are effectively implemented, and that processes are diligently reported

The coordinator lawyer will be recruited for 10 months of period and expected to have regular meetings with the UNICEF team every 2 weeks and to prepare a comprehensive report on the estimated monthly activities

Estimated Duration and Cost of Consultancy:

Duration: The contract shall commence on the date of signing and remain in effect until the successful submission of all deliverables. The consultancy is expected to require a total of 315 working days, which will be scheduled during the initial phase of the assignment. The consultancy period will span from 1 May 2025 to 01 Feb 2026.

Estimated Cost of Consultancy: Applications shall include a detailed financial proposal that elaborates on daily costs based on the completion of above-mentioned deliverables, including a total sum demanded. All costs, including travel, accommodation, administrative costs, etc. shall be covered by the contractor and should be included in the financial proposal as a separate heading and broken down into details of accommodation and travel costs in line with UN DSA rates.  The candidate is required to specify their daily rates and the total amount as per the number of anticipated working days for each deliverable in the financial proposal and provide the breakdown of the lump sum amount as well as incidentals of each deliverable in TRY.

Payment: UNICEF will issue a contract in TRY. The payment will be done in instalments upon submission of the monthly reports as per the above list and will be executed in TRY.

Consultant 1

  • A bachelor's degree in law.
  • Being a registered lawyer with the Adana Bar Association and having residency in Adana province.
  • A minimum of 1 year of working experience in legal practice.
  • Experience working with lawyers and other relevant actors on child rights.
  • Experience in project implementation, rights monitoring and reporting, strategic litigation, training, or academic research will be considered an asset.
  • Experience working with the Aydın Bar Association Child Rights Committee will be considered an asset.
  • Proficiency in Turkish and English.

Consultant 2

  • A bachelor's degree in law.
  • Being a registered lawyer with the Adana Bar Association and having residency in Adana province.
  • A minimum of 1 year of working experience in legal practice.
  • Experience working with lawyers and other relevant actors on child rights.
  • Experience in project implementation, rights monitoring and reporting, strategic litigation, training, or academic research will be considered an asset.
  • Experience working with the Aydın Bar Association Child Rights Committee will be considered an asset.
  • Proficiency in Turkish and English

Consultant 3

  • A bachelor's degree in law.
  • Being a registered lawyer with the Batman Bar Association and having residency in Batman province.
  • A minimum of 1 year of working experience in legal practice.
  • Experience working with lawyers and other relevant actors on child rights.
  • Experience in project implementation, rights monitoring and reporting, strategic litigation, training, or academic research will be considered an asset.
  • Experience working with the Aydın Bar Association Child Rights Committee will be considered an asset.
  • Proficiency in Turkish and English

Consultant 4

  • A bachelor's degree in law.
  • Being a registered lawyer with the Erzurum Bar Association and having residency in Erzurum province.
  • A minimum of 1 year of working experience in legal practice.
  • Experience working with lawyers and other relevant actors on child rights.
  • Experience in project implementation, rights monitoring and reporting, strategic litigation, training, or academic research will be considered an asset.
  • Experience working with the Aydın Bar Association Child Rights Committee will be considered an asset.
  • Proficiency in Turkish and English

Consultant 5

  • A bachelor's degree in law.
  • Registered as a lawyer with the Trabzon Bar Association and having residency in Trabzon province.
  • A minimum of 1 year of working experience in legal practice.
  • Experience working with lawyers and other relevant actors on child rights.
  • Experience in project implementation, rights monitoring and reporting, strategic litigation, training, or academic research will be considered an asset.
  • Experience working with the Aydın Bar Association Child Rights Committee will be considered an asset.
  • Proficiency in Turkish and English

Skills and personal traits:  

  • Sensitivity to and awareness about ethics regarding human and child rights issues, different cultures, local customs, religious beliefs and practices, personal interaction and gender roles, disability, age, and ethnicity.  
  • Strong analytical, organizational, and interpersonal skills.  
  • Ability to work closely with national and international actors under tight deadlines and to facilitate the coordination of a process.  
  • Computer literacy. 

*After the selection process the consultant will be expected to complete the mandatory UNICEF AGORA Trainings.

Please note that the assignment can only be held by an individual consultant. Applications should be submitted in English and should include:

The submission deadline is 15 April 2025 by 23:59 hrs Türkiye time. Financial proposals should be submitted in separate folders from the remaining documentation. After the technical evaluation, the financial proposals of qualified candidates will be evaluated. The technical evaluation will be completed based on the attached technical evaluation criteria. 

The applications will be evaluated from the technical and financial point of view. Technical aspects will be evaluated using the criteria outlined in the below matrix:

The financial proposals will be opened only for the candidates that reach or exceed forty-nine (49) points out of maximum seventy (70) points. Thirty (30) points will be awarded to the candidate that presented the lowest fee for the services requested. The remaining financial offers will receive proportional points ([lowest bid/bid] x 30 points).

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
