Strategic office context:
UNICEF Supply Division (SD) works to ensure equitable and inclusive access to essential supplies and services for children and their families, in development, humanitarian and fragile contexts. These supplies are critical to saving lives, supporting children’s health and education, and protecting them from abuse, exploitation, and neglect. As the UN’s largest end to end supply chain entity, UNICEF leverages its global reach, market influence, supply chain expertise and partnerships with governments, civil society, private sector, industry, and other stakeholders to meet children’s needs and protect their rights around the world.
SD focuses on three result areas to maximize impact, scale, and effectiveness: strategic procurement; supply preparedness and response in humanitarian and fragile contexts; and supply chain optimization. To facilitate and accelerate progress toward these results, SD employs three change strategies: financing for supply and services, supply chain digitalization and supply chain localization.
Purpose for the job: The position reports to the Supply Technical Specialist Child Development Education (CDE) P3, within the Nutrition Early Child Development Education Centre (NCDC) in UNICEF Supply Division, and works closely with the Child Development Education unit’s contracting team. The role is primarily responsible for supporting the Technical Review of Education items (goods), in support of UNICEF programmes worldwide. The Child Development Education Technical unit currently comprises of two staff member led by a Supply Technical Specialist P3 and supported by a Supply Technical Assistant GS-5.
- Reviews and updates technical specifications and requirements to ensure completeness and appropriateness for review by supervisor.
- Keeps abreast of programme requirements and proposes creations and amendments to materials within the range of commodities under their responsibility directly in the material master database.
- Draft preliminary desk review and sample evaluation (where applicable) of all tenders in consultation with supervisor.
- Diversify the geographic spread of product suppliers by exploring UNGM, reviewing ReOI responses, and responding queries from potential suppliers.
- Prepares lists of potential pre-qualified suppliers for tender invitation and forwards it to the contracting team.
- Contributes to maintaining compliance with applicable international and regulatory standards in supply chain operations, especially for regulated products such medicines. Adherence to mandatory training requirements and internal procedures to maintain product safety and quality throughout the supply chain.
- Assists in monitoring Pre-Delivery Inspection (PDI), moisture control report. Investigates deviations in partnership with Quality Assurance & Policy Centre.
- Manages the Supply Catalogue and Education intranet webpages, ensuring content is regularly updated, accurate.
- Performs other duties as assigned by supervisor and attending to all routine work in his/her absence, including preparation of minutes of meetings.

Minimum Requirements:
- Education: Completion of Secondary Education is required, and additional relevant courses in technical field related to education, quality assurance or relevant discipline
A Bachelor or equivalent (First Level University Degree) from a recognized academic institution in a field relevant to the position may replace 3 years of related work experience. A Master or equivalent (Advanced University Degree) may replace an additional 2 years. - Work Experience: At least 5 years of relevant administrative work experience in Supply Management, contracting, procurement, Quality assurance, Product evaluation and any other related fields is required.
- Skills: Previous experience in product technical specification review, product quality and safety compliance, supplier sourcing, technical tender evaluation, supplier coordination is required.
- Language Requirements: Fluency in English is required
Desirables:
- Language: Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
- Experience with regulated products, supplier prequalification, product data or catalog management, sample evaluation, pre-delivery inspection is considered an asset.
- Relevant experience at country level, particularly in development, fragile settings and humanitarian contexts.
