                                                         TERMS OF REFERENCE

Bajo la supervisión de la Representante Adjunta de UNICEF y punto focal de política social en Guinea Ecuatorial, el/la consultor/a apoyará al equipo nacional, bajo el liderazgo técnico del Instituto Nacional de Estadística de Guinea Ecuatorial (INEGE), en la realización de un estudio sobre pobreza infantil utilizando los datos de la ENH2.

Minimum requirements:

Education

Título universitario superior (Máster o equivalente) en Estadística, Economía, Demografía, Ciencias Sociales, Sociología Computacional, Sistemas Complejos o áreas afines, o experiencia profesional comprobable equivalente. Se valorará positivamente a postulantes que cuenten con un doctorado (PhD).

Work Experience/ Knowledge/Expertise/Skills

Un mínimo de cinco años de experiencia profesional relevante en el desarrollo de sistemas de puntuación o similares para la identificación y priorización de hogares y niños en situación de vulnerabilidad, con base en el análisis de pobreza y la propuesta de criterios de focalización de intervenciones de protección social para los hogares en pobreza que cuenten con niños, niñas o adolescentes.

Sólidos conocimientos metodológicos y competencias en análisis de datos, estadística y elaboración de informes para programas de desarrollo social.

Capacidad demostrada para realizar investigaciones de manera independiente 

Language requirements

Se requiere dominio del español e inglés. El conocimiento de otro idioma oficial de las Naciones Unidas (especialmente francés) o de una lengua local será considerado una ventaja.

Desirables:

Experiencia en el diseño de índices socioeconómicos y en el trabajo con datos estadísticos y de encuestas.

Familiaridad con métodos emergentes, como las ciencias sociales computacionales, y con fuentes de datos no tradicionales, como redes sociales o imágenes satelitales.

Conocimiento de software de código abierto para el análisis de datos (Stata, SPSS, R, Python, etc.).

Buenas habilidades de comunicación oral y escrita en español e inglés.

Se considerará una ventaja contar con experiencia laboral en países en desarrollo y/o familiaridad con contextos de emergencia.

Se considerará una ventaja contar con experiencia laboral de análisis de pobreza monetaria y multidimensional infantil.

  La presentación de la propuesta técnica es obligatoria.

Remarks:
