Within PG, the Resilience and Recovery Team supports UNICEF country offices (COs) to define and implement high quality programmatic strategies and interventions to prevent and mitigate the impact of shocks on children and systems, support effective transitions and recovery after crises and build resilience in communities and institutions.
Within this overall framework, there is a recurring need for experienced recovery specialists who can deploy – often at short notice and for a specific, timebound period – to provide direct in-country support to UNICEF country offices in fragile, crisis and post-crisis environments on working across the humanitarian-development-peace nexus; strengthening resilience at the institutional, community, and household levels; and developing child-centred recovery plans.
To meet this requirement, UNICEF is establishing a roster of experienced consultants who can deploy at short notice for a timebound period to provide hands-on technical support to recovery planning and programming, in complement to ongoing leadership and remote support from Regional Offices and Headquarters.
How can you make a difference?
The objective of this Long-Term Agreement is to facilitate and expedite the process by which UNICEF Programme Group will engage consultants to provide direct in-country support to UNICEF country offices on recovery planning and programming in the areas of water, sanitation and hygiene (WASH), education, social protection, and recovery coordination. Support will be timebound and related to a specific process or stage in the country programme cycle. Specific deliverables will be tailored to country office needs in a range of circumstances and therefore difficult to forecast; however, an indicative set of deliverables is presented in Section 4.
MAJOR TASKS TO BE ACCOMPLISHED
Working under the guidance of the Representative in coordination with the Senior Programme Specialist, Recovery, the consultant will be responsible for the delivery of effective, high quality and relevant technical assistance to country and regional offices on recovery and transition planning and programming through systems and localized approaches in crisis and post-crisis settings.
Specific tasks may include, but not be limited to:
- Strategic Leadership and Planning:
- Develop and implement strategies and action plans for transitioning from humanitarian to recovery and development programming, working with national authorities, key donors and partners (both humanitarian and development).
- Provide technical support to country offices in the design and implementation of education, social protection, or WASH programmes in recovery and post-conflict/ crisis settings.
- Ensure alignment of education, social protection, or WASH programmes with UNICEF’s global and national priorities and strategies.
2. Technical Guidance and Support:
- Advise country offices on best practices for integrating recovery and development principles into planning, programming and implementation.
- Support the development of policies and strategies that promote resilience and sustainability, integrating emergency, recovery and development key strategic areas.
- Lead or contribute to the conduct of post-disaster / post-crisis needs assessments to identify damages, losses and needs.
- Provide capacity-building support to national authorities and other stakeholders.
- Coordination:
- Coordinate with other UNICEF sections and external partners to ensure a holistic approach to education, social protection, or WASH programming that mainstream humanitarian and recovery priorities into national sector plans and strategies in education, social protection, or WASH.
- Monitor and evaluate programme outcomes, providing regular reports and recommendations for improvement.
- Represent UNICEF in relevant forums and working groups.
Responsibilities of the Consultant:

- The consultant will use their own equipment; laptops, microphones, software and other accessories that may be required for this task.
- The consultant will not share content/material to any third party without the written permission of UNICEF. All recovery plans and UNICEF documents will be a property of UNICEF, and the consultant will not share the same with anyone else.
Responsibilities of UNICEF:
i. UNICEF will provide all details pertaining to the activity and the requirements
Consultants may be required to work on Saturdays and Sundays, based on the requirements of the assignment.
DELIVERABLES AND DEADLINES
To be defined jointly by country office and PG prior to deployment, based upon a terms of reference developed specifically for the assignment.
Some examples of specific deliverables include:
- Country office HDP nexus strategy (cross-cutting or sector-specific)
- Country office child-focused resilient recovery strategy (cross-cutting or sector-specific)
- Multistakeholder disaster or conflict recovery framework
- Strategic intent paper
OFFICIAL TRAVEL INVOLVED:
Payment of travel costs including tickets, lodging, etc., should be agreed upon between the supervisor and the consultant prior to travel and will be reimbursed on actuals.
ESTIMATED DURATION OF LTA
The Long-Term Agreement will be for a duration of three years. The initial period would be for two years with an option for renewal for a subsequent year on the same rates, terms and conditions, subject to satisfactory performance evaluation and continuing need for the service.

Category 1: Senior Recovery Coordinator
- Advanced university degree in social sciences, international relations, political science, or related field.
- Minimum of ten years professional experience in international development, programme management and coordination, in particular in complex and fragile environments heavily affected by conflict and/or disasters.
- Broad multisectoral knowledge and field experience in in development and humanitarian action, preferably including with UN agencies. Specific experience in developing multi-sector, child-focused resilience and recovery plans.
- Experience conducting multistakeholder post-crisis recovery assessments an asset.
- Strong leadership and management skills, with the ability to work effectively in a multicultural environment.
- Fluency in English is required; knowledge of another UN language is an asset.
Category 2: Senior WASH Specialist, Recovery
- Advanced university degree in civil engineering with specialization in water and sanitation or another relevant technical field.
- Additional relevant post-graduate courses that complement/supplement the main degree are required. These can cover public health, social sciences, health and hygiene behavior change communication, environmental or public health, water resource management or another relevant technical field.
- Minimum of 10 years professional experience in WASH programming, with at least 5 years in emergency, post-conflict/ crisis recovery and development settings.
- Proven experience in transitioning from humanitarian to recovery and development programming.
- Experience conducting multistakeholder post-crisis recovery assessments an asset.
- Strong leadership and management skills, with the ability to work effectively in a multicultural environment.
- Excellent communication and advocacy skills.
- Fluency in English is required; knowledge of another UN language is an asset.
Category 3: Senior Education Specialist, Recovery
- Advanced university degree in education, social sciences, or a related field.
- Minimum of 10 years professional experience in education programming, with at least 5 years in emergency, post-conflict/ crisis recovery and development settings.
- Proven experience in transitioning from humanitarian to recovery and development programming.
- Experience conducting multistakeholder post-crisis recovery assessments an asset.
- Strong leadership and management skills, with the ability to work effectively in a multicultural environment.
- Excellent communication and advocacy skills.
- Fluency in English is required; knowledge of another UN language is an asset.
Category 4: Senior Social Protection Specialist, Recovery
- Advanced university degree in economics, public policy, social sciences, international relations, political science, disaster management, or related field.
- Minimum of 10 years professional experience in coordination, assessments, design, implementation, monitoring and evaluation of social protection and cash transfer programmes, with at least 5 years in post-conflict/ post-crisis recovery and development settings.
- Proven experience in transitioning from humanitarian to recovery and development programming, in particular design and implementation of shock-responsive social protection programmes and systems strengthening in recovery and post-conflict/ post-crisis settings.
- Experience conducting multistakeholder post-crisis recovery assessments an asset.
- Strong leadership and management skills, with the ability to work effectively in a multicultural environment.
- Excellent communication and advocacy skills.
- Fluency in English is required; knowledge of another UN language is an asset.
TECHNICAL EVALUATION CRITERIA (WITH WEIGHTS FOR EACH CRITERIA)
The selection of consultants for the LTA will be based on technical evaluation and financial offers in the ratio of 80:20. The criteria for technical evaluation will be as follows:

FINANCIAL PROPOSAL

PAYMENT SCHEDULE
The LTA to be signed will have a fixed fee rate for three years. However, UNICEF does not warrant that any quantity of services will be purchased during the term of the LTA as this will depend on forthcoming needs.
CONTRACTS CREATED AGAINST THE LTA.
Whenever services are required, details of the requirement/deliverables including quantities and deadlines will be presented to the LTA holder whose experience and qualifications most closely match the assignment. Should this consultant not be available for this assignment, UNICEF will contact the second ranked consultant, and so on.
Upon receipt of confirmation of availability and interest in the assignment, a contract will be issued with the daily rate/fees agreed in the LTA. The consultant must sign the contract prior commencement of work.
Payment will be made after completion of deliverables and submission of invoices for the actual work completed, subject to satisfactory performance.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
