The contract for the Youth Employability and C4W Consultant will be technically managed and administered by the Youth Section, under the supervision of the Chief Adolescent Development OIC. Youth Employability and C4W Consultant is expected to provide technical support to UNICEF Lebanon’s Youth and Adolescent Development section by ensuring the proper implementation of the employability and Cash for Work (C4W) programme under the Learning to Earning Pillar, conducting field visits, updating market assessment in addition to establish private sector partnership, updating and managing data and analysis of the project activities, reporting of alarming issues and areas of improvement, monitor the roll-out of tools that he/she will develop, in addition to the activities and C4W in private sector companies where relevant. He/she will also provide technical and operational support throughout the program cycle to support the Learning to Earning pillar and employability of the Youth and Adolescent Program within the Lebanon Country Program. The consultant is responsible for ensuring the Cash for Work programme is ongoing and implemented as per the programme’s plans, and with linkages to the remaining sub-categories of the youth programme.

To qualify as an advocate for every child you will have…
- A University Degree in social science (psychology, social science, management) or any related field.
- A minimum of 2 years of professional experience in employability, social development planning and management in youth economic engagement programmes.
- Relevant experience in skilling and Cash-for-Work program/project development and management, preferably within a UN system agency or related international organization.
- Proven experience in designing market-driven, competency-based training programs targeting vulnerable youth in humanitarian and/or development contexts.
- Demonstrated ability to technically manage multiple partners and stakeholders in complex and dynamic environments.
- Technical Experience in developing employability and skilling programmes with sensitive donors.
- Strong writing, data processing, and analytical skills.
- Fluency in both written and spoken Arabic and English is required; proficiency in French is an asset.
- Prior experience working in developing country contexts and/or in emergency or crisis response settings is an advantage.
- Strong data management, writing, and communication skills, with proficiency in Microsoft Office tools and capacity to work independently.
- Experience in acquiring, organizing, and managing knowledge and information effectively.
- Good understanding of information management principles, governance, policies, and quality assurance standards.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
