Purpose of Activity:
 
Bhutan issued a national commitment for sustainable development under the Transforming Education Summit and built a national pathway under the Food Systems Summit. Yet limited investment has been made for these priorities. Few investors are aware of the strategic location of Bhutan, a country in the Himalayas, part of a region of more than 2.5 billion people. Annual Foreign Direct Investment (FDI) inflows equaled around 0.1 per cent of GDP between 2015 and 2022 and the total stock of FDI in Bhutan stands at merely 145 million USD (equal to around 5 per cent of GDP) (Royal Monetary Authority, April 2024). Upon the installation of the new government in January 2024, a new Economic Development Board (EDB) was created, aiming at substantially increasing FDI inflows.
 
To support these efforts, the United Nations in Bhutan has made some progress in the promotion of FDI and will continue to work on this through the Mindful Futures Join Project to secure sustainable FDI in education, jobs and social protection in Bhutan.
 
Mindful Futures will combine the mandate and normative expertise of the United Nations with the financial know-how and practical expertise of investment bankers. The objective is to leverage this combination in the pursuit of investment in sustainable development priorities that accelerate development progress in Bhutan. Specifically, investment will be sought in bankable projects that enhance education outcomes and skills for boys and girls, men and women, increase the number and quality of decent jobs, including jobs targeting vulnerable girls and young women and finance improved inclusive, social protection schemes.
 
The proposed project would deliver three, interrelated outputs.
  1. Development of bankable projects in education, job creation and social protection in collaboration with the government and private sector, based on Bhutan’s development priorities and leave no one behind principle.
  2. Designing a bespoke financing strategy for each of the bankable projects, considering the targeted investors, and setting out key steps for securing their interest.
  3. Securing sustainable, long-term finance and investment.
The bankable project in the education sector is expected to improve educational opportunities in Bhutan, including through creation of climate change related viable and energy efficient models for education institutions aiming at increasing the resilience of the system and preventing the disruption of education caused by climate change consequences.
To achieve these goals, UNICEF will hire a consultant with good understanding of efficient energy and electricity market (and the regulatory environment) in Bhutan, and experience in innovative financing. The consultant is expected to refine the business case, develop robust financing strategies while also identify potential investors and support our office in securing investments for the climate smart schools initiative.
 
Objectives:
  1. Prepare a final investment-ready proposal for climate-smart schools, with a particular focus on solarization.
  2. Develop comprehensive financing strategies to attract investment for the initiative.
  3. Identify, outreach to and engage with potential investors.
  4. Secure investors’ commitment for the climate smart schools initiatives.
Scope of Work:
 
The purpose of this consultancy is to support the UNICEF to secure investor interest and funding commitment for a ‘bankable project’ through the design of viable business models on climate smart schools through solarization in Bhutan.
More specifically, the consultant, in collaboration with the Mindful Futures team will pursue the following:
1. Business Case Development:
  • Undertake a cost-benefit analysis, looking at the costs, scalability, regulatory landscape and potential synergies with other school services such as WASH in schools and internet connection in Bhutan and other countries. Benchmark against best practices within region and with other lower middle-income countries.
  • Review and explore potential sources and size of return cash flows (including cost savings to existing budget lines).
  • Review the business case idea and refine it to deliver a final investment-ready proposal.
 
2. Financing Strategy Development:
  • Conduct a payback financial and a ROI analysis of the proposed initiatives.
  • Develop detailed financing strategies, including potential funding sources and investment models, considering sustainability aspects.
  • Prepare financial projections and risk assessments, including a slide deck and accompanying financial models.
3. Investor Identification:
  • Identify potential investors, including public and private sector entities, philanthropic organizations, and impact investors.
  • Develop a comprehensive investor database, investor mapping and prioritization strategy.
4. Outreach and Investment Support:
  • Prepare an investor mapping and prioritization strategy
  • Draft proposals aligned to specific potential investors’ requirements.
  • Organize investor meetings and presentations.
  • Participate actively in investor discussions.
  • Support in negotiation and finalization of investment agreements.
  • Offer ongoing advisory support throughout the investment process.
  • Secure funding for the business case.

Approaches and Methodology:

The assignment will be carried out by an international consultant. The consultant will be required to develop a work plan outlining their detailed responsibilities and approaches to carrying out the assignment in the inception report.

Travel: Travel might be required, based on the proposed methodology, for the meetings with potential investors who could be placed in Bhutan or outside Bhutan. If travel is required, the proposal must specify the details, and the cost must be incorporated in the financial proposal.

Payment terms and conditions:
 
The consultant’s payment terms and conditions are specified below upon certification by UNICEF’s Education Specialist, Head of Education that all deliverables have been submitted satisfactorily and based on incorporation of feedback and invoice. The final payment to the consultant will be made after successful completion of all deliverable and submission of consultancy performance appraisal.
  • 10% upon submission and acceptance of the inception report, including the work plan of the assignment.
  • 20% following submission of a solid business case, financing strategy, Investor mapping, prioritization strategy and engagement plan and upon endorsed by UNICEF.
  • 30% following submission of stakeholder meeting report and endorsed by UNICEF.
  • 40% following submission of the final investment report and upon acceptance by UNICEF.

To qualify as an advocate for every child you will have… 

Qualification:
  • Minimum of a master’s in finance, business administration, economics, or any other related field.
Experience:
  • Minimum five (5) years’ work experience in the areas of finance and business administration.
  • Proven experience in developing business cases, financing strategies and fundraising.
  • Good understanding of renewable energy, particularly solar energy, and sustainable education.
  • Excellent analytical, communication, and negotiation skills.
  • Experience in engaging with investors and securing funding for projects.
  • Excellent competencies of communication, drive for results, working with people and building partnerships.
Submission of Proposals and Evaluation Criteria
Proposal should include the following:
  • Consultant’s qualification and experience with detailed CV.
  • Approach and methodology that will be followed in executing the assignment.
  • A lump sum fee in - USD indicating a breakdown of professional fee for the anticipated number of working days, including fee for travel if local travel is required.
  • Name(s) of collaborator(s) with CVs (if applicable) with their full curriculum vitae.
  • Reference to similar work (final products or links to previous work can be shared along with the proposal).

Selection will be done by UNICEF Bhutan as follows:

1. Technical Evaluation: Quality and relevance of the proposal/methodology - 70 points.  Candidate should score minimum of 55 points out of 70 for technical component. 

2. Financial proposal (fee comparison related to UNICEF standards & as compared with other applicants where appropriate) - 30 points

Procedures and Logistics

  1. The consultant is expected to use his/her computer and internet, and work from their own workstation.
  2. The consultant will report the progress periodically to the Head of Education Section who will monitor the progress, provide further directives and endorse the report.
