BACKGROUND

Purpose of Activity/ Assignment:

 
 
 
The Immunisation of the Health and HIV Unit, Data and Analytics Section of UNICEF Headquarters maintains and updates the immunisation database which is a key source for country- and regional-level immunisation coverage data. This database is used by a wide range of stakeholders for activities related to SDG monitoring, global, regional and country programme planning and policy advocacy.
 
The immunisation team is developing an integrated package to promote data use for decision-making and provide timely and actionable data analytics to support global, national, and subnational advocacy and immunization delivery efforts. The package consists of a set of analytical products including subnational and monthly-level administrative datasets, and slide decks for visualizing subnational and monthly analytics, triangulated with other immunization-related data. These products will be used by a wide range of stakeholders for activities related to monitoring, planning and advocacy. When working with administrative data, there are often multiple data quality challenges that need to be addressed. As such, there is a need for support with cleaning data from administrative systems, compiling and reconciling shapefiles, and production of cleaned subnational and monthly-level databases to materialise this vision.
 
Another priority of the team is to support countries in strengthening health data analytics and data use in decision making through the Actionable Health Analytics for Decision-making (AHEAD) project which requires additional analytic capacity on the team. The consultancy will support build-out of the AHEAD analytics package and respond to custom analytics requests from the countries.
The consultancy will provide technical expertise needed to navigate these above areas of immunisation database management, immunisation data cleaning and processing, and data analytics support under the guidance and supervision of the Statistics and Monitoring Adviser (Immunisaiton) and in collaboration with other team members.
 
Funding is not currently available to cover all planned deliverables. Certain deliverables will only be completed if additional resources become available
 
Scope of Work:
This TOR is to recruit qualified candidate given a substantive scope of work at both global level and country level measurement, database management and monitoring support. Under direct supervision of the Statistics and Monitoring Adviser (Immunisation), the consultant will actively contribute to the Immunisation data analytics portfolio, focusing on advancing the maintenance and processing of the immunisation database while providing data analytics and visualisation support to priority countries through the AHEAD immunisation project
 
MAJOR TASKS TO BE ACCOMPLISHED
Data Management and Quality Assurance
• Develop templates and code, with clear workflows and documentation, to extract and integrate data from government health information systems (for example DHIS2) and other sources such as vaccine stock, disease outbreaks, human resources, and climate.
• Assess and address data quality issues, ensuring consistency across subnational and monthly databases, including changes in administrative units or newly created districts and facilities.
Obtain shapefiles from pre-approved sources, align them with country-reported boundaries, and generate maps and other GIS products.
• Maintain and routinely update the immunization database to ensure it reflects the latest information, including integration of modelled estimates with administrative data.
• Compile and harmonize national survey and population datasets (for example WorldPop, Facebook, Google) to support subnational, national, and global analyses.
Data Analytics and Visualization
• Generate immunization and health-related estimates at multiple levels (facility, district, county, woreda, province, region) using administrative data, survey microdata, vaccine supply, climate, and outbreak information.
• Produce advocacy and programmatic outputs such as reports, policy briefs, presentations, peer reviewed articles and dashboards.
Country Capacity-building, Engagement and Technical Support
• Prepare and present findings on data quality, analytics, and use to Ministries of Health.
• Develop, adapt, and deliver analytical tools and training to strengthen country government analytical capacity and ownership.
• Provide technical support and maintain effective communication between UNICEF headquarters, regional offices, country offices, and government counterparts.
• Respond promptly to data-related requests from UNICEF leadership and government stakeholders

Qualifications

Education: Advanced University degree in data science, computer science, demography, public health, social sciences, epidemiology, statistics, or related field

Knowledge/Expertise/Skills required *: 

Two years of work experience at the national or international levels in statistical data processing, data analysis, and development/maintenance of statistical databases.
• Proven experience in analysing, compiling, and presenting data, with a focus on immunisation related areas preferably.
• Demonstrated expertise working with R (required), python or STATA.
• Experience with enterprise databases and ETL tools (e.g. Databricks)
• Experience with data visualization software (e.g. R-shiny, Tableau, Power BI) is an asset.
• Demonstrated knowledge of global health data systems.
• Excellent communication and interpersonal skills.
• Proven ability to work collaboratively in a multidisciplinary and multicultural environment.
• Proficient in English; knowledge of other UN languages (particularly French) is an asset not required
 

Requirements:

- Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
